Consideration of School Street Sanitary Sewer Project

The City Administrator indicated that two weeks ago the City Staff
reviewed an option for Creative Estates property to build a 24 unit
apartment Building instead of the 48 units requested off of School
Street. the area originally considered for the Health Club. The City
Administrator noted that in order to build the 24 units there would have
to be some modification of the sewer system which would be either a
by-pass or to continue with the original plan for the sewer project. The
City Administrator indicated that the Council had directed the City Staff
to not consider the by-pass. but to go with the sewer project. The City
Administrator noted that since then he had met with Ron Kuhn and stated
the staff is now proposing to resurrect the School Street sewer project
with the thought of giving Creative Estates Property credit for one half
of the original assessment which would be 26.4 units.

The City Engineer. Terry Maurer. discussed the options he felt were
available. Mr. Maurer indicated that option #1 would give Creative
Estates credit for 24 units which would leave 28.8 assessable units. Mr.
Maurer indicated he felt the City would be better off not considering
option #2 because this option treated Creative Estates on what they say
they are going to build when all other properties are based on the
maximum potential for the property.

e

Discussion
property
that Mr.

was held regarding the question as
in the area was previously assessed for
Babinsky's property was previously assessed

to whether any other
sewer. It was noted
for sewer.

Mr. John Weicht questioned whether he and Mr. Kuhn could apply for a
building permit for the 24 units before the project is ordered. The City
Administrator indicated that if the project did fail to get ordered and
the 24 units were constructed. the City could always resort to the
by-pass in the sewer line. Darrell Mack stated that according to the
Capital Improvement Program the by-pass was to be built in 1985.

Counci1member Williams indicated he
viable alternative. He stated he felt
initiate the sewer project.

did not look at the by-pass as a
there was no alternative except to

Counci1member Gunkel indicated she felt it would be unfair to issue a
building permit to John Weicht because of the fact that no other permits
could be issued to someone requesting to connect to the sewer line.

It was the consensus of the City Council to set the public hearing date
for the School Street project as March 17. 1986.

e
