There is a potential concern over sight distance at the driveway access on the most <br /> northerly curve of Freeport Avenue, given the building shown at this location. <br /> More detailed review of this would be required as site plans are provided for these <br /> building sites. <br /> 13. The Parks and Recreation Commission recommendations relative to pedestrian <br /> facilities for this site and surrounding areas should be incorporated into the plan. <br /> E. SANITARY SEWER AND WATER <br /> 1. An elevated water tower in the high pressure zone will be required to provide <br /> water service to this site. The Elk River Municipal Utilities has recently awarded <br /> the contract for the construction of this elevated water tower. It is anticipated the <br /> water tower will be in service by the end of July 1994. Sanitary sewer service <br /> to this site will be provided by extending the existing trunk line currently located <br /> south of School Street through the site, ultimately serving properties to the north <br /> and east of the proposed development. It is anticipated that the sanitary sewer and <br /> • water to service this site would be constructed as part of a public improvement <br /> project, thus requiring a feasibility study after the preliminary plat is approved. <br /> This feasibility study will provide detailed information relative to the sizing and <br /> location of these facilities. <br /> F. INDIRECT SOURCE PERMIT (ISP) <br /> 1. The permit application was completed by the developers using traffic projections <br /> prepared or supplied by Maier Stewart & Associates, Inc., and Benshoof and <br /> Associates, Inc. <br /> 2. The application addresses the proposed project, the surrounding land use, and <br /> anticipated impacts of project-related traffic. According to the draft application, <br /> typical modeling methods were used to project levels of carbon monoxide and <br /> noise levels at the site for 1997. <br /> 3. The draft application appears to cover analysis of the required impacts for a <br /> community outside of the seven county metro area. Both the projected carbon <br /> monoxide (CO) and noise are dependent on the traffic at and near the site. <br /> 4. The project description indicated that full development is estimated after more <br /> than five years. However, a completion date of 1996 (only 3 years) is used for <br /> • the ISP application with traffic and air quality analysis in 1997. Will the CO and <br /> noise be monitored to verify the predictions of the model? <br /> 152-0401.jun <br />
