According to the information in Section 7.1, the base <br /> monitoring site is 15 miles from the proposed development. The adjustment factor <br /> for the base conditions appears to account for the differences in development <br /> density, as well as for regional traffic growth and the anticipated decrease in CO <br /> from vehicle emissions due to the state inspection system. <br /> 6. The projections from the analysis showed that the carbon monoxide levels will <br /> remain well below the MPCA standards. However, noise levels were projected <br /> to be above the MPCA standards at two locations. The draft permit applications <br /> proposed mitigating noise at Elk Ridge Manor by encouraging commercial traffic <br /> to use other access roads into the development. Will this adversely impact other <br /> receptors? The analysis also indicated noise levels above MPCA standards at the <br /> Burger King site. However, there is no discussion of possible mitigation or of the <br /> need for mitigation at that site. <br /> 7. The noise analysis was based upon the assumption of no deliveries after 10:00 <br /> p.m. In some commercial developments of this type, deliveries and trash pick-up <br /> • take place in the very early morning hours. Will these activities take place <br /> between 10:00 p.m. and 7:00 a.m. at this location? If so, they should be included <br /> in the analysis. <br /> G. RECOMMENDATIONS <br /> 1. The preliminary plat should be revised providing the missing information and <br /> addressing the concerns noted. <br /> 2. The grading plan needs to be revised addressing the items noted. <br /> 3. Storm drainage calculations are not adequate. They should be revised, <br /> following exactly the design policies laid out in the Best Management <br /> Practices. <br /> 4. The site plan should be revised, incorporating the issues noted relative to <br /> traffic patterns. <br /> 5. A detailed feasibility study considering all improvements necessary both <br /> internal and external, to provide service to this site should be required once <br /> the preliminary plat is approved by the City Council. <br /> • <br /> 152-0401.jun <br />
