• Ankeny t.C^..
Kell ,'-) i) 4 1
Richter
• Associates
MEMORANDUM
DATE: 2 March 1993
TO: Scott Erickson - Elk Park Associates
Orin Erickson - Elk P Associates
FROM: Michael Shields
RE: Elk Paric Center
Elk River, MN
Project No. 92075 •
SUBJECT: Review meeting of 2 March 1993 with City's planning consultant (BRW Inc.)
PRESENT: Bill Webber- BRW Architects
Tom Harrington - BRW Architects (landscape)
Michael Shields-AKRW
The purpose of this meeting was to review, on an informal basis, BRW's comments and
recommendations to the City regarding the proposed shopping center development. The
following items were discussed:
• 1. According to Bill Webber, the project will not appear before the Planning Commission
until after the School Board has acted on motions to approve the landscape easement
and extension of Freeport Avenue.
The first Planning Commission meeting after the School Board's March meeting will be on
March 30,1993. If the project is not scheduled for this meeting, then the next Planning
Commission meeting is on April 6, 1993. This should be confirmed with Steve Rohlf.
2. BRW has a few areas of concern regarding the proposed development. They are:
a. Landscaping and screening along the western edge of the project (Jackson
Road):
b. Landscaping and screening along the School District property.
c. Number of parking spaces required/provided
d. Traffic
e. Signage
3. Landscaping along Jackson Avenue:
a. The landscaping (green space) between Jackson and 1st Banks parking lot is
inadequate. It is suggested that the parking along Jackson be eliminated and the
green space increased.
b. Landscape berms shall be placed along Jackson Avenue wherever possible.
These berms shall be between 3 and 5 feet high with an average slope of 4 or
5:1. Plant material shall be placed on the lower portion of the slopes. Large
evergreens shall be placed between the berms or where the slopes are minimal.
i
Architecture
Planning
821 Raymond Ave.Sod..400
Si.Paul,Minnosola 55114
G12.645.6806
