Park and Recreation Commission Minutes Page 2 <br /> February 3, 1993 <br /> • Patrick Klaers, City Administrator, presented the most current plans <br /> for the Elk Park Center development and explained the developers will <br /> be holding a general public meeting prior to going before the City <br /> Planning Commission for a public hearing. The Park and Recreation <br /> Commissioner's recommendations will be directed to the Planning <br /> Commission and then combined with Planning Commission recommendations <br /> and then forwarded to the City Council to be considered with the <br /> preliminary plat. Pat Klaers indicated to the Park and Recreation <br /> Commissioners that they should only address Park and Recreation issues <br /> at this meeting and if they had personal concerns regarding the <br /> proposed project that they should come before the Planning Commission <br /> at the public hearing. Phil Hals listed the issues that the Commission <br /> should address. <br /> 1. Consider if the City should accept money or land for park <br /> dedication fees. <br /> 2. Consider pedestrian movements and sidewalk needs <br /> 3. Consider pathway connection needs from along Jackson. <br /> 4. Consider pedestrian traffic outside of this development, <br /> particularly on the south side of School Street. <br /> Commissioner Clair Olson arrived at this time (8:10 p.m. ) . <br /> • After a lengthy discussion, COMMISSIONER CLETE LIPETSKY MOVED TO <br /> APPROVE THE FOLLOWING RECOMMENDATION TO THE PLANNING COMMISSION AND THE <br /> CITY COUNCIL: <br /> 1. TO ACCEPT MONEY IN LIEU OF LAND FOR PARK DEDICATION FEES. <br /> 2. THAT THE DEVELOPER PROVIDE ADEQUATE SIDEWALKS FROM SCHOOL STREET <br /> TO JACKSON ALONG FREEPORT AVENUE. <br /> 3. THAT THE DEVELOPER PROVIDE A 12 FOOT WIDE DETACHED PAVED BIKE PATH <br /> PARALLELING JACKSON AVENUE FROM SCHOOL STREET TO HIGHWAY 169. <br /> COMMISSIONER JOE ST. DENNIS SECONDED THE MOTION. THE MOTION CARRIED <br /> 6-0. <br /> COMMISSIONER CLETE LIPETSKY MOVED TO RECOMMEND TO THE PLANNING <br /> COMMISSION AND THE CITY COUNCIL THAT FREEPORT AVENUE FROM SCHOOL STREET <br /> TO JACKSON AVENUE BE CONSTRUCTED AS A PARKWAY WITH LANDSCAPED CENTER <br /> ISLANDS SEPARATING THE NORTH AND SOUTHBOUND TRAFFIC LANES. <br /> COMMISSIONER MIKE O'BRIEN SECONDED THE MOTION. THE MOTION CARRIED 4-2. <br /> 4. Open Mike <br /> Dean Thompson, representing the Big Lake Snowmobile Club, arrived at <br /> 8:30 p.m. to update the Park and Recreation Commission on snowmobile <br /> • trail development. Mr. Thompson stated that the club had chosen to <br /> extend the trail north from Zimmerman to Princeton this season rather <br /> than south to Elk River and that the club would like to return in May <br />
