<br />Page 6 <br /> <br />Elk River City Council Minutes <br />December 21. 1987 <br /> <br />e <br /> <br />Planning Commission Chairman. discussed the Planning Commission <br />recommendations which are listed in the Building and Zoning <br />Administrator's memo dated December 15. 1987. and indicated that the <br />Planning Commission recommended approval unanimously. <br /> <br />Mayor Gunkel opened the public hearing. <br /> <br />Mr. John Plaisted stated he would rather not have the first lift of tar <br />completed prior to building permit issuance because the roads will be torn <br />up by the trucks going in and out. Discussion pursued regarding allowing <br />Class V to be put in instead of tar. It was the consensus of the Council <br />to come to a conclusion regarding this matter at the time of final plat. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE PREL IMINARY PLAT FOR THE <br />CROSSROADS PLAT WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT LOT 8 AND ALL THE OTHER LOTS WHICH ABUT THE MISSISSIPPI RIVER <br />HAVE AT LEAST 100 FOOT OF RIVER FRONTAGE. <br /> <br />,- <br />2. THAT A 20 FOOT BAND FROM THE BLUFF OF THE RIVER NOT BE CLEAR CUT. AND <br />THAT TREES OF 4 INCHES IN DIAMETER OR GREATER BE RETAINED. UNLESS <br />OTHERWISE APPROVED BY THE DNR. <br /> <br />e 3. THAT APPROPRIATE EROSION CONTROL BE ENFORCED THROUGHOUT THE PLAT. <br /> <br />4. THAT PERK TESTS ARE REQUIRED AS PART OF THE BUILDING PERMITS ON EACH <br />LOT TO AID IN THE DESIGN AND CONSTRUCTION OF ON-SITE SEPTIC SYSTEMS. <br /> <br />5. THAT THE LOW SPOT _ MENTIONED BY MR. HARJU WHICH IS BEING FILLED. BE <br />ADDRESSED AS WELL AS ALL THE DRAINAGE WITHIN THE PLAT. THE FINAL <br />GRADING AND DRAINAGE PLAN MUST BE APPROVED BY MR. MAURER PRIOR TO <br />COUNCIL FINAL PLAT APPROVAL. <br /> <br />6. THAT THE ACCESS FROM THE HIGHWAY TO THE PROPOSED ROAD IN THE PLAT BE <br />DONE TO STATE STANDARDS AND SPECS AND THAT A PERMIT IS OBTAINED FROM <br />THE STATE PRIOR TO CONSTRUCTION OF THAT ACCESS. <br /> <br />7. THAT THE ROAD BE DESIGNED AS PER THE CITY ENGINEER'S RECOMMENDATIONS; <br />46 FT. WIDE. 9 TON DESIGN. CONCRETE BARRIER CURB ETC. THE FINAL ROAD <br />DESIGN MUST BE APPROVED BY THE CITY ENGINEER PRIOR TO COUNCIL FINAL <br />PLAT APPROVAL. <br /> <br />8. THAT A $33,000.00 LETTER OF CREDIT IS ESTABLISHED IN FAVOR OF THE CITY <br />FOR THE IMPROVEMENTS WITHIN THE PLAT. <br /> <br />9. THAT THE COUNCIL CONSIDER MR. MAURER'S RECOMMENDATION THAT NO PERMITS <br />BE ALLOWED IN THE PLAT UNTIL THE CONCRETE CURB AND GUTTER AND THE <br />FIRST LIFT OF TAR IS ACCOMPLISHED AT THE TIME OF FINAL PLAT APPROVAL. <br /> <br />e <br />
