<br />e <br /> <br />e <br /> <br />e <br /> <br />Page 5 <br /> <br />Elk River City Council Minutes <br />December 21. 1987 <br /> <br />The Building and Zoning Administrator expressed his concern regarding the <br />possibility of being blocked in and not having a drive through to exit the <br />parking area. Also discussed was the concern that there should be a hard <br />surfaced drive to access the lots. After discussion regarding this <br />matter. it was concluded that two existing parking stalls should be <br />eliminated to create an exit and also that there be a hardsurfaced drive <br />to access the stalls. <br /> <br />Mayor Gunkel closed the public hearing. <br /> <br />COUNCILMEMBER TRALLE MOVED TO APPROVE THE CONDITIONAL USE PERMIT REQUESTED <br />BY DKM TO EXPAND THE CAPACITY OF THE DAYCARE TO 97 CHILDREN WITH THE <br />FOLLOWING CONDITIONS: <br /> <br />1. THAT THE 7 ADDITIONAL STAFF PARKING STALLS AND A HARDSURFACED DRIVE. <br />SHOWN ON THE REVISED SITE PLAN BE ADDED BY JULY 1. 1988. <br /> <br />2. THAT THE ADDITIONAL STALLS BE HARDSURFACED AND STRIPED. <br /> <br />3. THAT THE FINAL DETAILS OF THE ADDITIONAL PARKING BE REVIEWED AND <br />APPROVED BY STAFF INCLUDING TERRY. MAURER'S REVIEW OF HOW THE <br />ADDITIONAL PARKING WILL AFFECT DKM'S DRAINAGE PLAN. <br /> <br />4. THAT DKM BE ALLOWED TO USE THE GRASS AREA SHOWN ON THE REVISED SITE <br />PLAN AS OVERFLOW PARKING FOR SHORT PERIODS WHILE HAVING A SPECIAL <br />EVENT SUCH AS AN OPEN HOUSE. <br /> <br />5. THAT THE 10 FT. SETBACK FROM COMMERCIAL PARKING TO ADJACENT RIGHT-OF- <br />WAY BE ADHERED TO. <br /> <br />6. THAT PARKING BE CONSIDERED AT THE REVIEW OF DKM'S ORIGINAL CONDITIONAL <br />USE PERMIT AND MORE PARKING BE ADDED AT THAT TIME. IF THERE IS A <br />PROBLEM. <br /> <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />S.10.Preliminary Plat Review of the Crossroads Plat/John Plaisted/ <br />Pub lic Hearing <br /> <br />Mayor Gunkel indicated that Mr. John Plaisted is requesting a preliminary <br />plat reivew of a 10 lot commercial plat lying within a C-3A/Highway <br />Commercial zoned district. <br /> <br />The Building and Zoning Administrator noted that all lots meet the City's <br />minimum frontage and acreage requirements for lots in a C-3A zone. Mr. <br />Rohlf explained the concerns of the following: DNR; Bill Harju of the Soil <br />and Water Conservation District; Minnesota Department of Transportation; <br />and the City Engineer. <br />
