Don Chmiel - RDF Update <br /> <br />Don Chmiel. representing Northern States Power. was present to update the <br />City Council on the progress of the RDF plant. He informed the Council <br />that the Newport RDF facility was in operation. He handed out and <br />reviewed with the Council. project status reports. construction contracts <br />and permit schedules. <br /> <br />Steve Shurts. representing UPA. updated the Council on the progress of the <br />RDF Burn Processing Plant.. He indicated that demolition of the old <br />conveyors and buildings has taken place at,the UPA site. He updated the <br />Council on the contract awards. Mr. Shurts indicated that the access to <br />southbound 169 has been received from Mn/DOT. He further indicated that <br />Burlington Northern has started work on the railroad crossing. Mr. Shurts <br />stated that the ambiant dioxin monitoring program has been awarded to ERT. <br />The monitoring will be in progress and samples of crops. soil. water. <br />fish. milk and animals will be tested for current dioxins and furans. It <br />was also indicated that the disposal of the ash has not yet been <br />determined. NSP has drawn a 30 mile radius around the plant for possible <br />ash disposal sites. It is anticipated that a narrowed down list of <br />possible sites will be available at the end of the year. <br /> <br />e <br /> <br />It was determined that quarterly updates from NSP and UPA would be <br />appropriate. <br /> <br />5. Pay Estimate #2. Industrial Park <br /> <br />COUNCILMEMBER TRALLE MOVED TO APPROVE PAY ESTIMATE H2. IN THE AMOUNT OF <br />$110.096.19 TO S & L EXCAVATING FOR WORK PERFORMED IN THE ELK RIVER <br />INDUSTRIAL PARK. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />6. Deerfield III Special Assessment/Resolution Amendment <br /> <br />COUNCILMEMBER TRALLE MOVED <br />AMENDING RESOLUTIONS 87-57 <br />ASSESSMENTS. COUNCILMEMBER <br />CARRIED 5-0. <br /> <br />TO ADOPT RESOLUTION 87-66. A RESOLUTION <br />AND 87-58 IN REGARDS TO DEERFIELD III <br />HOLMGREN SECONDED THE MOTION. THE MOTION <br /> <br />7. Reapportionment of Special Assessment Splits <br /> <br />Lori Johnson. Finance Director. explained that she was requesting Council <br />approval of a reapportionment of special assessments due on Oak Knoll in <br />the amount of $4.543.88. She noted that Oak Knoll was originally two <br />parcels of land and has been platted into 23 parcels. which is the reason <br />for the reapportionment. <br /> <br />It was the consensus of the City Council to proceed with the <br />reapportionment of the special assessments due on Oak Knoll Addition. <br /> <br />e <br />
