Mulrooney <br />suggested establishing a position of "Community Development Coordinator" <br />rather than one concentrating only on Economic Development. He explained <br />that a Community Development Coordinator would be involved in park, <br />housing. commercial. and industrial related activities. <br /> <br />Mike Mulrooney then <br />diagrams of various <br />city seeks economic <br />Chamber of Commerce. <br /> <br />showed two overhead transparencies which were <br />interactions between community organizations when a <br />development. These charts included groups such as <br />City Council and a local development corporation. <br /> <br />Mike Mulrooney stated <br />Coordiantor would lend <br />Administrator. Finance <br /> <br />that the <br />a lot of <br />Director <br /> <br />creation of a Community Development <br />support to City staff. mainly the City <br />and Building and Zoning Administrator. <br /> <br />Mr. Mulrooney then briefly discussed: the hiring process and explained <br />that some communities bring in professionals to do the hiring; the <br />responsibilities and duties of the position (which are listed in the job <br />discription with the addition of park responsibilities); and the salary <br />range for the position. <br /> <br />e <br /> <br />Councilmember Dobel questioned the salary range. Mr. Mulrooney stated <br />that it is proposed to be $1833 to $2250 per month which should allow the <br />City to get qualified persons interested in the position. He explained <br />that the City still has some organizational issues to address but he does <br />not see a department head level position being established at this time. <br /> <br />Pat Klaers stated that he can see this person doing a lot of Economic <br />Development work. working on State programs. and working with himself and <br />Mike Mulrooney on a marketing program. Mayor Gunkel stated that this <br />person will be doing a lot of organizing in the beginning. Mayor Gunkel <br />said a person is needed to pull all the collected information together so <br />a focal point can be established. Mr. Mulrooney stated that once <br />everything is organized and the City knows which direction they are <br />going. a department head position could be considered. <br /> <br />Councilmember Dobel questioned a time frame for getting a staff person on <br />board. Pat Klaers explained that once the Council determines the <br />position is needed. advertising can begin. From this time it will take <br />approximately three months to receive and review applications. interview <br />those qualified. and then hire one of the applicants. Klaers stated that <br />it is possible that this person would be working in the office by <br />December 1. 1987. <br /> <br />e <br /> <br />Mike Mulrooney then expanded on the skills and abilities a person would <br />need in this position. He eXplained that this person should have some <br />type of financial analysis capabilities. He stated that then the <br />position is Community Development Coordinator rather than Planner. Mayor <br />Gunkel questioned this position's relationship with Lori Johnson's <br />position as Finance Director. Klaers stated that this would free up some <br />of Lori's work load but she would still be involved in the financial <br />aspect of community development. <br />
