Mulrooney suggested establishing a position of "Community Development Coordinator" rather than one concentrating only on Economic Development. He explained that a Community Development Coordinator would be involved in park, housing. commercial. and industrial related activities. Mike Mulrooney then diagrams of various city seeks economic Chamber of Commerce. showed two overhead transparencies which were interactions between community organizations when a development. These charts included groups such as City Council and a local development corporation. Mike Mulrooney stated Coordiantor would lend Administrator. Mr. Mulrooney then briefly discussed: the hiring process and explained that some communities bring in professionals to do the hiring; the responsibilities and duties of the position (which are listed in the job discription with the addition of park responsibilities); and the salary range for the position. e Councilmember Dobel questioned the salary range. Mr. Mulrooney stated that it is proposed to be $1833 to $2250 per month which should allow the City to get qualified persons interested in the position. He explained that the City still has some organizational issues to address but he does not see a department head level position being established at this time. Pat Klaers stated that he can see this person doing a lot of Economic Development work. working on State programs. and working with himself and Mike Mulrooney on a marketing program. Mayor Gunkel stated that this person will be doing a lot of organizing in the beginning. Mayor Gunkel said a person is needed to pull all the collected information together so a focal point can be established. Mr. Mulrooney stated that once everything is organized and the City knows which direction they are going. a department head position could be considered. Councilmember Dobel questioned a time frame for getting a staff person on board. Pat Klaers explained that once the Council determines the position is needed. advertising can begin. From this time it will take approximately three months to receive and review applications. interview those qualified. and then hire one of the applicants. Klaers stated that it is possible that this person would be working in the office by December 1. 1987. e Mike Mulrooney then expanded on the skills and abilities a person would need in this position. He eXplained that this person should have some type of financial analysis capabilities. He stated that then the position is Community Development Coordinator rather than Planner. Mayor Gunkel questioned this position's relationship with Lori Johnson's position as Finance Director. Klaers stated that this would free up some of Lori's work load but she would still be involved in the financial aspect of community development.
