Mayor Gunkel commented that the Council <br />plays an active role in hiring new City employees. She stated that this <br />process works out well and desires Council involvement in the hiring of a <br />Community Development Coordinator. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE ESTABLISHING THE POSITION OF <br />COMMUNITY DEVELOPMENT COORDINATOR. THE DUTIES OF THE POSITION ARE <br />OUTLINED IN A JOB DESCRIPTION SUBMITTED BY MIKE MULROONEY OF B.D.S.. <br />INC. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED <br />4-0. <br /> <br />Advertising for the position and salary ranges were then the topic of <br />discussion. Mike Mulrooney had previously submitted a memo to the City <br />suggesting qualifications. It was stated that the ad could be rather <br />general. It was believed that this would attract a larger field of <br />applicants. Items to be included in the ad are educational and <br />experience requirements. salary range. and length of time to respond. <br /> <br />e <br /> <br />Mike Mulrooney suggested that the salary range be somewhat comparable to <br />that of the Zoning Administrator. There was some concern with this <br />because that is an established department head position. Pat Klaers <br />clarified the salary range of the Zoning Administrator and future <br />increases for that position so the salary range of the Community <br />Development Coordinator would not be too close to that of the Zoning <br />Administrator. The salary discussed for the C.D.C. was $24.000 to 29.000 <br />per year. <br /> <br />The Council then discussed where to advertise and the cut-off date for <br />receiving applications. The ad will be placed in the Minneapolis Sunday <br />Paper for two weeks and possibly some other publications upon <br />recommendation from Mike Mulrooney. Klaers stated that he would like to <br />see all applications received by August 25. 1987. <br /> <br />COUNCILMEMBER DOBEL MOVED TO ADVERTISE FOR THE POSITION OF COMMUNITY <br />DEVELOPMENT COORDINATOR AS SOON AS POSSIBLE IN THE MAJOR NEWSPAPERS. THE <br />AD WILL INCLUDE A STARTING SALARY OF $24-$29.000 PER YEAR, THE <br />QUALIFICATIONS DESCRIBED IN MIKE MULROONEY'S MEMO TO THE CITY, AND <br />APPLICATIONS ACCEPTED THROUGH THE END OF AUGUST. COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> <br />Mike Mulrooney stated that he is scheduled to attend the fourth Council <br />meeting of each month. He will be sending periodic flyers to <br />Councilmembers to keep them up to date on applications. <br />Mike Mulrooney of B.D.S.. Inc. then discussed various options for <br />community development. The six organizations he explained were: <br /> <br />e <br /> <br />1. Local Development Corporations. <br />2. Economic Development Authorities. <br />3. Certified Development Companies. <br />4. Housing and Redevelopment Authorities. <br />5. Port Authorities. <br />6. Economic Development Commissions. <br />
