He explained that <br />fencing will be closest to the west and south sides. <br /> <br />Mayor Gunkel stated that the Planning Commission placed restrictions on <br />the number of horses. that no horses are boarded for anyone else. and that <br />the horses are kept for pleasure and not business. <br /> <br />COUNCILMEMBER DOBEL MOVED TO APPROVE THE CONDITIONAL USE PERMIT ON LOT <br />18. BLOCK 1. GREENHEAD ACRES 3RD ADDITION FOR JOSEPH ST. DENNIS TO PERMIT <br />AN AGRICULTURAL USE (HORSES) IN A PLATTED AREA WITH THE FOLLOWING <br />STIPULATIONS RECOMMENDED BY THE PLANNING COMMISSION: <br /> <br />1. Inc. <br /> <br />Presentation by Mike Mulrooney of <br /> <br />Mike Mulrooney of B.D.S.. Inc. was present to discuss the position of a <br />Community Development Coordinator (C.D.C.) and various economic <br />development organizations. Mayor Gunkel briefly described the discussion <br />of the previous Council meeting which Mike was unable to attend. She <br />stated that the Council would like to see the future employee be actively <br />involved in the community parks including aquisition and development. <br />Mayor Gunkel explained that she feels it would be most beneficial to hire <br />someone high on the pay scale who had the skills to do the most for Elk <br />River. <br /> <br />Mike Mulrooney raised five questions which need to be answered when <br />considering establishing an organizational structure: <br /> <br />1. Is the position needed? <br />2. Qualifications? <br />3. Where does the position fit? <br />4. Who would be involved in the hiring process? <br />5. What would be the principle responsibilities of the position? <br /> <br />e <br /> <br />Mulrooney stated <br />Development.
