Page 2 City Council Meeting August 3. 1987 e Mayor Gunkel opened the public hearing. There being no one present in favor of or in opposition to the request. the public hearing was closed. Pat Klaers. City Administrator stated that the bond consultant. the City Attorney. Lori Johnson. Finance Director. and himself are reviewing the financial aspects of the developer's agreement. Mayor Gunkel requested that the City Council have the opportunity to review the developer's agreement as this Industrial Park agreement contains not only the standard requirements. but also will include non-assessment financial conditions. COUNCILMEMBER DOBEL MOVED TO APPROVE THE REQUEST BY ELK RIVER ASSOCIATED INVESTORS FOR FINAL PLAT APPROVAL OF THE ELK RIVER INDUSTRIAL PARK 2ND ADDITION CONTINGENT UPON THE THREE CONDITIONS LISTED IN THE 7/28/87 STAFF REPORT BEING MET. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. Pat Klaers noted that there had been one complaint with the project and that was from a business whose driveways were closed for a couple of hours. Klaers talked to the business people and the City Engineer and the problem should not reoccur. ~ 5.2 Change Order To Add Water Trunk Line Connection Terry Maurer. City Engineer. requested a change order in the proposed water line improvements. This change would be to have water main hook-up into McChesney's Industrial Park which would mean running it underneath the railroad track. The change would provide for better water pressure and cleaner water since dead ends on the system are eliminated. Klaers stated that this is believed to be a 12" main with the cost of about $30.000.00 dollars. This request has been presented to the Utility Commission and a motion to proceed with this change order was approved by the Commission. COUNCILMEMBER SCHULDT MOVED TO APPROVE THE CHANGE ORDER FOR WATER MAIN CONNECTION BETWEEN THE TWO INDUSTRIAL PARK AREAS. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. 6. Request for Conditional Use Permit by Joseph St. Dennis/PH Joseph St. Dennis of 21275 York request a conditional use permit to area. Mr. St. Dennis is requesting Greenhead Acres 3rd Addition. The Street. Elk River. MN was present to have an agricultural use in a platted housing of horses on Lot 18. Block 1. size of the proposed barn is 26'x36'. This hearing was tabled at the July 20. 1987. City Council meeting because the petitioner was not present. e Mayor Gunkel opened the the barn on Lot 19. Lot 18. an adjacent comments. Mayor Gunkel public hearing. The original request was to place Mr. St. Dennis would now like to place the barn on lot which he also owns. There being no further closed the public hearing.
