There being no one present <br />in favor of or in opposition to the request. the public hearing was <br />closed. <br /> <br />Pat Klaers. City Administrator stated that the bond consultant. the <br />City Attorney. Lori Johnson. Finance Director. and himself are <br />reviewing the financial aspects of the developer's agreement. Mayor <br />Gunkel requested that the City Council have the opportunity to <br />review the developer's agreement as this Industrial Park agreement <br />contains not only the standard requirements. but also will include <br />non-assessment financial conditions. <br /> <br />COUNCILMEMBER DOBEL MOVED TO APPROVE THE REQUEST BY ELK RIVER <br />ASSOCIATED INVESTORS FOR FINAL PLAT APPROVAL OF THE ELK RIVER <br />INDUSTRIAL PARK 2ND ADDITION CONTINGENT UPON THE THREE CONDITIONS <br />LISTED IN THE 7/28/87 STAFF REPORT BEING MET. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />Pat Klaers noted that there had been one complaint with the project <br />and that was from a business whose driveways were closed for a couple <br />of hours. Klaers talked to the business people and the City Engineer <br />and the problem should not reoccur. <br /> <br />~ 5.2 Change Order To Add Water Trunk Line Connection <br /> <br />Terry Maurer. City Engineer. requested a change order in the proposed <br />water line improvements. This change would be to have water main <br />hook-up into McChesney's Industrial Park which would mean running it <br />underneath the railroad track. The change would provide for better <br />water pressure and cleaner water since dead ends on the system are <br />eliminated. Klaers stated that this is believed to be a 12" main <br />with the cost of about $30.000.00 dollars. This request has been <br />presented to the Utility Commission and a motion to proceed with this <br />change order was approved by the Commission. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE CHANGE ORDER FOR WATER <br />MAIN CONNECTION BETWEEN THE TWO INDUSTRIAL PARK AREAS. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />6. Request for Conditional Use Permit by Joseph St. Dennis/PH <br /> <br />Joseph St. Dennis of 21275 York <br />request a conditional use permit to <br />area. Mr. St. Dennis is requesting <br />Greenhead Acres 3rd Addition. The <br /> <br />Street. Elk River. MN was present to <br />have an agricultural use in a platted <br />housing of horses on Lot 18. Block 1. <br />size of the proposed barn is 26'x36'. <br /> <br />This hearing was tabled at the July 20. 1987. City Council meeting because <br />the petitioner was not present. <br /> <br />e <br /> <br />Mayor Gunkel opened the <br />the barn on Lot 19. <br />Lot 18. an adjacent <br />comments. Mayor Gunkel <br /> <br />public hearing. The original request was to place <br />Mr. St. Dennis would now like to place the barn on <br />lot which he also owns. There being no further <br />closed the public hearing. <br />
