<br />Page 4 <br /> <br />City Council Minutes <br />June 29. 1987 <br /> <br />e <br /> <br />Discussion was held between the Council and Mr. Mulrooney regarding a job <br />description for an economic development coordinator. It was the <br />consensus that this was the number one priority at the present time. <br /> <br />Councilmember Holmgren indicated concerns regarding the need for an <br />economic development coordinator. Mr. Mulrooney responded by stating <br />that background work could be done by checking with various people and <br />groups in the community to get a feel for the need for such a position. <br /> <br />9. Liquor Store Face Lift <br /> <br />The City Administrator indicated that Fritz Dolejs. Liquor Store Manager <br />has requested permission to proceed with getting cost estimates for a <br />face lift for the Northbound Liquor Store. Councilmember Holmgren <br />stated he would like to see an entryway added to conserve on energy. It <br />was the consensus of the Council to authorize the Liquor Store Manager to <br />proceed with the face lift of Northbound Liquor Store. <br /> <br />11. <br /> <br />Wilderness Park <br /> <br />e <br /> <br />The City Administrator informed the Council that the Lamms have accepted <br />the City's offer of $144.000 at 9% interest to be paid over a 10 year <br />period for approximately 160 acres of land to be used for park property. <br />The City Administrator further indicated that Staff has determined that <br />financing can be arranged through various methods. He indicated that <br />$20.000 down payment will come from Park Dedication Fund. He further <br />indicated that the City will pay 1/2 of the survey cost. also legal fees <br />arranging the payment terms. title check etc. will be paid for through <br />park dedication fees. He noted that of the $19.000 yearly payment. <br />$5.000 will be come from park dedication fees. $9.000 from Capital <br />Projects Fund (with this figure decreasing to $6.000 after 1990). $5.000 <br />from General Fund (to be increased to $8.000 in 1990). <br /> <br />Discussion was held regarding the possibility of selling part of the land <br />to the Elk River Country Club. <br /> <br />It was the consensus of the Council to accept the proposed pay plan for <br />the park land. <br /> <br />12. Orono Park Pay Phone <br /> <br />The City Administrator indicated that Staff has determined that the <br />installation of a pay phone at Orono Park would cost $125 with a monthly <br />fee of $55. Discussion was held regarding the pros and cons of having a <br />pay phone in the park. Discussion was further held regarding the fact <br />that the most use of the phone would come from softball leagues. Because <br />of this. discussion was held regarding the City paying half the bill and <br />the softball leagues paying the other half. <br /> <br />e <br /> <br />It was the consensus of the Council not to make any decision on this item <br />until further figures were available from Staff. <br />
