ANYDAY. <br /> <br />cOUNCILMEMBER DOBEL WITHDREW HIS SECOND. <br /> <br />Councilmember Dobel noted that if UPA could use the private drive during <br />peak hours. he felt they could use the drive all of the time. <br /> <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. <br />COUNcILMEMBERS DOBELAND HOLMGREN OPPOSED. <br /> <br />THE MOTION PASSED 3-2. <br /> <br />5.3. Zone Overlay Request by NSP/Public Hearing <br /> <br />The Building and Zoning Administrator noted that NSP must go through a <br />zone change to a solid waste facility overlay district. He explained <br />that this allows the processing of solid waste in the new overlay zoning <br />district and that the uses presently allowed in the district will <br />remain. <br />Planning Commission representative Bob Morton stated that the Planning <br />Commission approved the zone change request. <br /> <br />Mayor Gunkel opened the public hearing. <br /> <br />Mr. Al Fisher indicated he wanted the benefits and costs of the projects. <br /> <br />Mr. Dave Sipe questioned whether this project could continue without the <br />zone change and urged the Council to vote against the zone change. <br /> <br />Dr. Swan stated <br />into <br /> <br />the health affects of dioxins and lead should be taken <br />considertion. <br /> <br />Tom Woods stated this project would create more problems with the <br />landfill and also will lower the real estate values and the general <br />tennure of industry locating in Elk River. <br /> <br />Mary Sipe stated that when the Landfill first started the public and City <br />were not aware of the affects and further that the City is not aware of <br />the long term affects of the RDF plant. <br /> <br />Mr. David Sipe stated he did not feel this was an appropriate use for <br />this area. <br /> <br />Jeanne Eggert stated the zone change will be detrimental to the health of <br />the citizens. She further stated she felt the meeting was not run in a <br />fair manner in that the citizens do not have a chance for rebuttal. <br /> <br />Mr. Gary Ackerman stated there is an alternative to the zoning that will <br />not burn or incorporate the Landfill. <br /> <br />Ms. Marlene Hentges urged the Council to vote against the zone change. <br />
