Discussion was held regarding the possible screening <br />between City Hall and UPA Drive. Discussion was then held regarding the <br />possiblity of restricting the hours of truck hauling during peak traffic <br />hours. <br /> <br />Councilmember Tralle questioned Mr. <br />considered any route alternatives. <br />alternative was UPA's private drive. <br /> <br />McConnon as to whether they had <br />Mr. McConnon stated that the only <br /> <br />Councilmember Tralle noted that it would be possible to reevaluate the <br />situation during the renewal process of the license. <br /> <br />Councilmember Dobel noted that he was opposed to the proposed route <br />because of small children and felt as long as there was an alternative <br />route he would be opposed to the proposed route. <br />Councilmember Holmgren stated he felt UPA has not researched the problem <br />to the fullest and also stated he does not want to see the trucks using <br />the proposed route on Main Street. <br /> <br />Mayor Gunkel noted that item 13 be changed to allow trailers to be open <br />during public drop off time. <br /> <br />Councilmember Tralle noted that he would like the words "in writing" <br />added to item #5. <br /> <br />COUNCILMEMBER TRALLE MOVED TO APPROVE RESOLUTION 87-9. A RESOLUTION <br />GRANTING SOLID WASTE FACILITY LICENSE TO NORTHERN STATES POWER COMPANY <br />FOR THE ESTABLISHMENT AND OPERATION OF A WASTE PROCESSING FACILITY WITH <br />THE FOLLOWING CHANGES.NOTED IN THE LICENSE: <br /> <br />1) THAT THE LEGAL DESCRIPTION BE CORRECTED. <br /> <br />2) THE WORDS "IN WRITING" BE ADDED TO NUMBER 5. <br /> <br />3) THAT 110 BE AMENDED TO INCLUDE MAIN STREET AND UPA DRIVE. <br /> <br />4) THAT 1/13 WILL ALLOW OPEN TRAILERS IN THE PUBLIC DROP OFF AREA AND <br />THAT THEY BE COVERED DURING NON-DROP OFF TIMES. <br /> <br />COUNCILMEMBER DOBEL SECONDED THE MOTION. <br /> <br />Discussion was held regarding the hours of truck hauling. <br /> <br />COUNCILMEMBER TRALLE MOVED TO ADD TO #10: "THAT BETWEEN THE HOURS or <br />4-6:30 P.M. NO RDF HAULING TRUCKS BE ALLOWED TO MOVE THROUGH MAIN STREET <br />BETWEEN HIGHWAY 10 AND UPA DRIVE. <br /> <br />Counsel Peter Beck noted that the trucks could possibly use the UPA <br />Private Drive during this time. <br />
