<br />Page 10 <br /> <br />City Council Minutes <br />February 9. 1987 <br /> <br />e <br /> <br />Counsel Beck stated that the language in #9 was from the PCA permit and <br />that he did not feel this was necessary. <br /> <br />Councilmember Schuldt questioned what the on-going testing rquirements <br />were. Mr. Klovning stated the testing was extensive and further that <br />some of the tests were done on a quarterly basis. some on a monthly <br />basis. and some on a continuous basis. <br /> <br />Mr. McConnon stated that the MPCA requires that testing for dioxins be 3 <br />months after operation begins and every 15 months thereafter. <br /> <br />Councilmember Dobel questioned how the City could be sure there were no <br />dioxins in the air if the test was done every 15 months. <br />Mr. McConnon stated that tests would be done at sister plants and the <br />results of these tests would be passed on to the Elk River plant. <br /> <br />Councilmember Tralle noted that the third paragraph in the letter from <br />UPA to John Klovning. be changed to read that the ash trucks not be <br />allowed to exit via UPA Drive. Main Street to Highway 169 or Highway 10. <br /> <br />It was noted that #10 state that there be no receiving between 4:00 - <br />6:30 p.m. <br /> <br />e <br /> <br />It was noted that #12 be clarified so that the steam plant can be washed <br />down. an also #18 should be made consistent with the NSP license. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO RESOLUTION 87-10. GRANTING A CONDITIONAL <br />USE PERMIT TO UPA WITH. THE ABOVE MENTIONED CHANGES RELATING TO ASH <br />TRUCKS HAUL ROUTES AND RECEIVING HOURS BE INCLUDED IN THE CONDITIONAL USE <br />PERMIT. COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION PASSED <br />3-2. cOUNCIMLEMBERS DOBEL AND HOLMGREN VOTED AGAINST THE MOTION. <br /> <br />5.5. License Request by UPA/Public Hearing <br /> <br />COUNCILMEMBER TRALLE MOVED TO EXTEND THE COUNCIL MEETING PAST MIDNIGHT. <br />cOUNCILMEMBER DOBEL SECONDED THE MOTION. <br /> <br />Councilmember Holmgren stated he would like to limit the time to 12:30 if <br />at all possible. <br /> <br />THE MOTION PASSED 5-0. <br /> <br />Assistant City Attorney. Peter Beck. stated that United Power Association <br />is requesting a license to operate a solid waste facility. Counsel Beck <br />explained the contents of the license at this time. <br /> <br />e <br /> <br />Mr. Klovning explained. in detail. item #8 of the license relating to <br />performance testing. Discussion was held regarding the time period at <br />which the tests would be performed. It was discussed whether or not to <br />have the tests done every three months. <br />
