PAGE 4 City Council Minutes January 12. 1987 e 6.1. Consideration of Administrative Subdivision - First National Bank of Elk River/Public Hearing Steve Rohlf. Building and Zoning Administrator noted that First National Bank of Elk River is requesting an administrative subdivision to split Parcel VI in Barrington Place PUD into two parcels; one newly created lot would be slightly under .3 of an acre. which would have no frontage on Dodge Avenue; and the other lot would be 1.9 acres with 400 feet of frontage. The Building and Zoning Administrator noted that there have been other parcels allowed in the PUD without frontage in order for better utilization of the PUD. Gary Santwire. representative of First National Bank explained that the uses in the PUD allow for uses in C-1. C-2 and C-3 zoned areas with some exceptions. He also explained the changes made in the site plan which the Planning Commission required. Mayor Gunkel opened the public hearing. No one appeared for or against the matter. Mayor Gunkel closed the public hearing. Counc ilmemb er stated that Tralle questioned the northern fire lane. Gary Santwire the easements would be labeled "No Parking - Fire Lane." e Building and Zoning Administrator. Steve Rohlf questioned who would maintain the northern road easement between the Prairie House and Building A & B. Gary Santwire stated that the easement is fee owned by the owners of Lot A and further stated that Prairie House could not be made to enter into a private road agreement. Mr. Santwire further explained that the southern easement was the same situation. Discussion could be parking was put area held regarding snow removal. Mr. Santwire stated snow on the green space along the tree line and also in the due to the fact the parking area was larger than required. COUNCILMEMBER TRALLE MOVED APPROVAL OF THE ADMINISTRATIVE SUBDIVISION FOR THE FIRST NATIONAL BANK OF ELK RIVER. AS PRESENTED PROVIDING A MAINTENANCE AGREEMENT BE ENTERED INTO FOR ALL ROADWAYS AND FURTHER WITH THE STIPULATION THAT ALL ITEMS RECOMMENDED BY THE PLANNING COMMISSION AS PRESENTED BY GARY SANTWlRE BE ADHERED TO. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION PASSED 5-0. 6.2. Consideration of Ordinance Amendment 1008.18 e Mayor Gunkel noted that this item was tabled at the July 21. 1986 City Council meeting. She indicated that the reason this items was tabled was to decide whether or not the $100 per dwelling unit established by Resolution 86-29 should be made part of the wordage of Ordinance 1008.18. Mayor Gunkel noted that the City Attorney and City Staff recommended the that the fee be specified by resolution only. Mayor Gunkel opened the public hearing.
