Consideration of Administrative Subdivision - First National Bank of Elk <br />River/Public Hearing <br /> <br />Steve Rohlf. Building and Zoning Administrator noted that First National <br />Bank of Elk River is requesting an administrative subdivision to split <br />Parcel VI in Barrington Place PUD into two parcels; one newly created lot <br />would be slightly under .3 of an acre. which would have no frontage on <br />Dodge Avenue; and the other lot would be 1.9 acres with 400 feet of <br />frontage. The Building and Zoning Administrator noted that there have <br />been other parcels allowed in the PUD without frontage in order for <br />better utilization of the PUD. <br /> <br />Gary Santwire. representative of First National Bank explained that the <br />uses in the PUD allow for uses in C-1. C-2 and C-3 zoned areas with some <br />exceptions. He also explained the changes made in the site plan which <br />the Planning Commission required. <br /> <br />Mayor Gunkel opened the public hearing. No one appeared for or against <br />the matter. Mayor Gunkel closed the public hearing. <br /> <br />Counc ilmemb er <br />stated that <br /> <br />Tralle questioned the northern fire lane. Gary Santwire <br />the easements would be labeled "No Parking - Fire Lane." <br /> <br />e <br /> <br />Building and Zoning Administrator. Steve Rohlf questioned who would <br />maintain the northern road easement between the Prairie House and <br />Building A & B. Gary Santwire stated that the easement is fee owned by <br />the owners of Lot A and further stated that Prairie House could not be <br />made to enter into a private road agreement. Mr. Santwire further <br />explained that the southern easement was the same situation. <br /> <br />Discussion <br />could be <br />parking <br /> <br />was <br />put <br />area <br /> <br />held regarding snow removal. Mr. Santwire stated snow <br />on the green space along the tree line and also in the <br />due to the fact the parking area was larger than required. <br /> <br />COUNCILMEMBER TRALLE MOVED APPROVAL OF THE ADMINISTRATIVE SUBDIVISION FOR <br />THE FIRST NATIONAL BANK OF ELK RIVER. AS PRESENTED PROVIDING A <br />MAINTENANCE AGREEMENT BE ENTERED INTO FOR ALL ROADWAYS AND FURTHER WITH <br />THE STIPULATION THAT ALL ITEMS RECOMMENDED BY THE PLANNING COMMISSION AS <br />PRESENTED BY GARY SANTWlRE BE ADHERED TO. COUNCILMEMBER DOBEL SECONDED <br />THE MOTION. THE MOTION PASSED 5-0. <br /> <br />6.2. Consideration of Ordinance Amendment 1008.18 <br /> <br />e <br /> <br />Mayor Gunkel noted that this item was tabled at the July 21. 1986 City <br />Council meeting. She indicated that the reason this items was tabled was <br />to decide whether or not the $100 per dwelling unit established by <br />Resolution 86-29 should be made part of the wordage of Ordinance 1008.18. <br />Mayor Gunkel noted that the City Attorney and City Staff recommended the <br />that the fee be specified by resolution only. <br /> <br />Mayor Gunkel opened the public hearing. <br />
