PAGE 5 City Council Minutes January 12. 1987 e John Weicht questioned who would be charged the park dedication fee. Mr. Rohlf explained the purpose of the fee. Mayor Gunkel closed the public hearing. Mayor Gunkel stated she felt it more informative if the resolution were referenced in the ordinance. City Attorney. Dave Sellergren. stated that the following sentence could be added: "The City Council shall determine the amount to be required by resolution from time to time." cOUNCILMEMBER DOBEL MOVED TO APPROVE ORDINANCE 87-1 WITH THE STIPULATION THAT WORDAGE PROVIDED BY THE CITY ATTORNEY BE ADDED. COUNCILMEMBER TRALLE SECONDED THE MOTION. THE MOTION PASSED 5-0. 6.3. Discussion of Daycare Facilities e The Building and Zoning Administrator noted that staff had been directed by Council to research other communities to see how daycare facilities are handled. He indicated he researched several communities and came up with some recommendations. Discussion was held regarding Mr. Rohlf's findings. Mr. Rohlf noted that in all cities daycares are allowed in single family homes in all residential zones as a principal use if there are ten or less children; they are allowed in all commercial zones as a conditional use but not allowed at all in industrial zones. He further noted that they are allowed as a conditional use in R-3 and R-4 zoned areas. Councilmember Tralle noted he felt if there were a large enough lot and play area. daycares should be dealt with as a conditional use as opposed to the requested an ordinance amendment. It was noted that the Planning Commission will hold a public hearing on a possible zoning ordinance amendment for daycare facilities on 1/27/87 and that any recommended ordinance changes will come back to the City Council on 2/23/87. 7.1. Appointing Maier Stewart as City Engineers Mayor Gunkel indicated the City has gone through the "request for proposal" process for an engineer which is necessary for applying for a grant to financially assist the City with the construction of the needed public improvements in the Industrial Park. She further noted that there was only one response to the RFP and this response was from the City's Engineer. Maier Stewart.
