No one appeared for or against <br />Mayor Gunkel closed the public hearing. <br /> <br />COUNCILMBMBER DOBEL MOVED TO <br />REQUESTED BY DAVID GUIMONT. <br />THE MOTION PASSED 5~0. <br /> <br />APPROVE THE ADMINISTRATIVE SUBDIVISION <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. <br /> <br />6.3.Consideration of Approval of Model Homes <br /> <br />The Building and Zoning Administrator noted that the Planning Commission <br />directed staff to research other communities to find out what procedure <br />and standards other cities have for model homes. He indicated he has <br />checked with various cities and came up with some recommendations. <br /> <br />Discussion was held regarding the recommendations made by the Building and <br />Zoning Administrator in his 12/30/86 memo. Discussion was held regarding <br />the fact that some model homes contain real estate offices within them. <br />It was the consensus of the City Council to not allow real estate offices <br />to operate from a model home. <br /> <br />e <br /> <br />Councilmember Tralle indicated that he would rather see model homes <br />be a principal use with set standards instead of a conditional use which <br />would cause more staff time and also create delay for the builders. <br /> <br />After further discussion the City Council recommended that the Planning <br />Commission consider the following conditions: That there be a time limit <br />of three years. that 20 feet of signage be allowed for the model home. <br />that the model home not be allowed to have a real estate office within it. <br />that four parking stalls be provided. and that the garage can be included <br />as parking stalls. and further that no on-street parking be allowed. <br /> <br />6.4.Consideration of Intersection of 221st Avenue and Quinn Street <br /> <br />Councilmember Tralle left the room for this item. <br /> <br />The City Administrator noted that at a previous Council Meeting a concern <br />was brought up by one of the neighbors regarding the intersection of Quinn <br />and 221st Avenue being uncontrolled and dangerous and having a site <br />problem. The City Administrator noted that the City Engineer <br />investigated the matter and recommended putting a yield sign on Quinn <br />Avenue and that no major improvements be done to the intersection because <br />it is a MSA road. <br /> <br />COUNCILMlMBER DOBEL MOVED TO AUTHORIZE THE STREET SUPERINTENDENT TO PUT A <br />YIELD SIGN ON QUINN AVENUE AT THE INTERSECTION OF 221ST AND QUINN. <br />COUNCILMlHBER HOLMGREN SECONDED THE MOTION. THE MOTION PASSED 4-0. <br /> <br />e <br /> <br />Councilmember Tralle returned at this time. <br />
