Page 4 City Council Minutes December 12. 1988 e Mayor Gunkel suggested that because of the amount of activity at City Hall and the increase in the number of employees and the tremendous number of meetings. that the City Administrator be given merit pay adjustment in the amount of 2% of his total salary. Counci1member Holmgren suggested 3%. It was noted that merit pay is provided for in the City Administrator's contract. COUNCILMEMBER HOLMGREN MOVED TO PAY THE CITY ADMINISTRATOR A 3% MERIT PAY ADJUSTMENT. IN ONE LUMP PAYMENT. BASED ON HIS 1988 SLARY AS PROVIDED FOR IN HIS CONTRACT. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. 7.4. 1989 Park Dedication Fees The City Administrator indicated that the Recreation Board recommended that park dedication fees be increased to $300 in 1989. He indicated this was a split vote and noted that Staff is recommending that the fee be increased to $350. He indicated that with potential trails being purchased in the future. funds need to be placed into reserves for the development of these trails. e COUNCILMEMBER HOLMGREN MOVED TO ADOPT RESOLUTION 88-100. A RESOLUTION ESTABLISHING THE PARK DEDICATION FEE ON NEW SUBDIVISIONS AND MULTI-FAMILY DWELLING UNITS. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 5-0. 7.5. Police Officer Request The City requesting status. Administrator informed the Council that the Chief of Police is to elevate the new part time officer to permanent full time COUNCILMEMBER TRALLE MOVED TO APPROVE THE REQUEST TO ELEVATE OFFICER //13 (RON NIERENRAUSEN) FROM TEMPORARY PART TIME STATUS TO PERMANENT FULL TIME STATUS EFFECTIVE 1-1-89. COUNCIL MEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 7.6. Establishing January. 1989. meeting dates and locations It was the consensus of the City Council to hold an EDA workshop meeting on 1/4/88 at Elk River City Hall to discuss the riverwa1k park plans. 7.7. Sewer Rates and Billing Method The City Administrator reviewed with the City Council some issues that need to be addressed regarding sewer rates and billing methods. He indicated that the changes will be relatively minor but are necessary to make the billing system more fair to all of the consumers. e COUNCILMEMBER DOBEL MOVED TO APPROVE THE PROPOSED SEWER RATES AND BILLING METHOD AS OUTLINED IN THE 12/12/88 CITY ADMINISTRATOR'S MEMO. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0.
