COUNCILMEMBER HOLMGREN <br />SECONDED THE 'MOTION~ THE MOTION CARRIED 4-0~ <br /> <br />The meeting of the City Council reconvened at 6:55 p.m. <br /> <br />5.4.Reapportionment of Special Assessments <br /> <br />Council reviewed three parcels for special assessment reapportionments. <br />Staff was directed to review Parcel #2 - 115-000-3344110 to ensure that it <br />is correct. It was indicated that this parcel was split into four parcels <br />and as shown in the memo. the assessments are reapportioned to three lots. <br /> <br />COUNCILMEMBER TRALLE MOVED TO APPROVE THE REAPPORTIONMENT OF SPECIAL <br />ASSESSMENTS FOR THE FOLLOWING PARCELS: 115-010-000812. 115-000-341110. AND <br />115-000-342200. WITH THE STIPULATION THAT STAFF REVIEW PARCEL <br />115-000-344110. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION <br />CARRIED 4-0. <br /> <br />5.6.Consider Hiring of Building and Zoning Employee <br /> <br />e <br /> <br />After recommendation from Steve Rohlf. Building and Zoning Administrator. <br />Council approved the hiring of Terry Zajac as Building Inspector as <br />follows: <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO HIRE TERRY ZAJAC AS CITY OF ELK RIVER <br />BUILDING INSPECTOR AT A STARTING SALARY OF $23.500 WITH A ONE YEAR <br />PROBATIONARY PERIOD; THAT A5% INCREASE BE GRANTED UPON COMPLETION OF THE <br />ONE YEAR PROBATIONARY PERIOD; AND THAT HE RECEIVE A PAY INCREASE ACCORDING <br />TO THE 1990 PAY PLAN ON JANUARY 1. 1990. COUNCILMEMBER DOBEL SECONDED THE <br />MOTION. THE MOTION CARRIED 4-0. <br /> <br />4.1.Residential Zone Changes Request/Public Hearing <br /> <br />Steve Rohlf. Building and Zoning Administrator. indicated that the City of <br />Elk River has recently adopted a Growth Management Plan. He noted the <br />City is requesting the Council to consider a zone change for residential <br />property in the City of Elk River which is necessary in order to implement <br />the Plan. Mr. Rohlf noted that the City placed a full page ad in the <br />paper to put the public on notice of this meeting. <br /> <br />e <br /> <br />The Building and Zoning Administrator indicated that the Growth Management <br />Plan divides the city into three residential rings with each ring becoming <br />more densely populated closer to the downtown area. He noted that the <br />reason for the zone change is to create the rings. The rings are as <br />follows: Ring 1 - A-1/Agricultural zoning - 10 acre minimum; Ring 2 - R- <br />1a/ 2~ acre minimum; Ring 3 - R-1c - City sewered lots. Mr. Rohlf <br />explained that in order to create these rings certain residential areas <br />must be zone changed. Mr. Rohlf reviewed the projected zone changes as <br />reflected in the memo from Steven Bjork. dated September 21. 1988. <br /> <br />Mayor Gunkel opened the public hearing at this time. <br />
