Administrative Subdivision Request by Clifford Ibis/Public Hearing <br /> <br />Stephen Rohlf. Building and Zoning Administrator. explained that Mr. <br />Ibis was requesting to split the north half of the southwest quarter of <br />northeast quarter of the northeast quarter. Section 30. Township 33. <br />Range 26. Sherburne County. Minnesota. into two lots. The lots proposed <br />would be 2X acres each and would meet the City's street frontage <br />requirements. <br /> <br />Mr. Rohlf further indicated that one of the two lots created by the <br />split has Mr. Ibis' existing house on it. and that he reviewed the other <br />lot on site to determine its suitability for site septic systems. Mr. <br />Rohlf indicated that after reviewing this site. that the newly created <br />lot would be buildable. although somewhat questionable. Therefore. Mr. <br />Rohlf requested Mr. Ibis to have testing done on the site. At this <br />time. Mr. Rohlf provided the Council with the test results. which were <br />done by Hakanson/Anderson and Associates Incorporated. <br /> <br />Mr. Rohlf indicated that the testing recommended a mound system for the <br />septic system and showed. at least at the proposed house site. that the <br />type of dwelling placed on the lot may be restricted. For example. a <br />full basement might not work out on this lot. Other building sites on <br />the lot may better accommodate a full basement than the site tested. <br /> <br />e <br /> <br />Mayor Gunkel opened the Public Hearing. There being no one for or <br />against the matter. Mayor Gunkel closed the Public Hearing. <br /> <br />COUNCILMEMBER TRALLE MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION <br />REQUEST BY CLIFF IBI S WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT MR. IBIS PROVIDE THE CITY WITH TWO NEW LEGAL DESCRIPTIONS FOR <br />THE TWO LOTS CREATED IN THIS SPLIT. <br /> <br />2. THAT $200 IN PARK DEDICATION FEES BE PAID TO THE CITY FOR THE NEWLY <br />CREATED BUILDING SITE. <br /> <br />3. THAT A PERC TEST BE DONE BY SOMEONE CERTIFIED TO DO SO. STATING THE <br />DESIGN OF THE SEPTIC SYSTEM. AND THAT THAT SYSTEM BE A MOUND SYSTEM <br />UNLESS OTHERWI SE PROVEN NOT NEEDED. <br /> <br />g~YNgltMiMDft~ H~tMG~N OftOONDID THE MOTION. <br />5-0. <br /> <br />THE MOTION <br /> <br />CARRIED <br /> <br />6.4 Ordinance Amendments Regarding Performance Standards for Model Homes/ <br />Public Hearing <br /> <br />e <br /> <br />Mayor Gunkel asked Planning Commission Representative Nick Olsen to <br />comment on the Planning Commission's recommendation for performance <br />standards regarding model homes. <br /> <br />Mr. Olsen indicated that the Planning Commission added more performance <br />standards for model homes so that a clear line is drawn between a model <br />home and a temporary real estate office which was recently eliminated <br />from the City Ordinance in residential zones. <br />
