<br />Page 3 <br /> <br />e <br /> <br />Elk River City Council Minutes <br />September 19, 1988 <br /> <br />Stephen Rohlf, Building and Zoning Administrator, indicated that he <br />allowed Mr. Hall to place the mobile home on his property prior to <br />Council approval, because in his opinion, it was an emergency situation <br />because of the fire at Mr. Hall's residence. Mr. Rohlf further <br />indicated that he was having Mr. Hall go through the process to <br />legitimize it. <br /> <br />Mayor Gunkel opened the public hearing. Nobody appeared for or against <br />this item, therefore, she closed the public hearing. <br /> <br />OOUNCILMlMBER HOLMGREN MOVED TO APPROVE THE CONDITIONAL USE PERMIT FOR A <br />TBMPORARY MOBILE HOME REQUESTED BY STAN HALL WITH THE FOLLOWING <br />STIPULATIONS: <br /> <br />1. THAT THE TRAILER BE MOVED OFF OF THE PROPERTY SIX MONTHS FROM THE <br />DATE OF BUILDING PERMIT ISSUANCE. <br /> <br />2. THAT THE TRAILER BE HOOKED UP TO THE ONSlTE WATER AND SEWER <br />SYSTEMS. <br /> <br />3. THAT THE TRAILER BE SOLELY FOR THE APPLICANTS IMMEDIATE FAMILY AND <br />SHALL NOT BE USED AS A RENTAL UNIT AT ANY TIME. <br /> <br />e <br /> <br />COUNCILMlMBER TRALLE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />6.2. Drainage Easement Vacation by Ron Crapser/Public Hearing <br /> <br />Stephen Rohlf, Building and Zoning Administrator, explained that Mr. Ron <br />Crapser of Elk River was requesting to vacate the east 50 feet of the <br />west drainage eastment located on Lot 1, Block 4, in Brentwood <br />Subdivision. He further indicated that vacating the east 50 feet of <br />drainage easement in question would not affect the drainage of the area, <br />in his opinion, and this is also the opinion of the City Engineer, Terry <br />Maurer. <br /> <br />Mr. Rohlf was questioned by the Council as to whether a portion of the <br />drainage easement needed to be vacated to make the lot buildable. Mr. <br />Rohlf explained that the lot was buildable without the easement <br />vacation, but the most desirable location for a house would require a <br />vacation. <br /> <br />Mayor Gunkel opened the public hearing at this time. BIlIN'IWOOD ADDITON.WITH THE STIPULATION THAT MR. CRAPSER PROVIDE THE <br />CITY WITH ALIGAL DESCRIPTION or THE REMAINING EASEMENT. COUNCILMEMBER <br />DOBEL SECONDED THE MOTION. THE MOTION CARRIED '5-0. <br />
