Resolution for Small Cities Economic Development Grant <br />Between the State of Minnesota and the City of Elk River <br /> <br />Agreement <br /> <br />Mayor Gunkel indicated that as part of the Alltool construction project <br />that the City has been working with the State Department of Trade and <br />Economic Development in order to receive additional financing for the <br />project. Such additional financing has been approved. and now the City <br />must adopt a resolution authorizing the City to enter into agreement <br />with the State for this funding. <br /> <br />COUNCILMBMBER SCHULDT MOVED TO APPROVE RESOLUTION 88-81. A RESOLUTION <br />AU'l'HOltIZING THE CITY OF ELK RIVER TO ENTER INTO AN AGREEMENT WITH THE <br />OTATI or MINNESOTA FOR THE ALLTOOL MANUFACTURING INCORPORATED PROJECT <br />AND AUTHORIZING THE EXECUTION OF THE AGREEMENT. COUNCILMEMBER HOLMGREN <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5.3. Final Pay Estimate to Allied Blacktop <br /> <br />Mayor Gunkel noted that the City Engineer is recommending final payment <br />to Allied Blacktop Company for the 1988 City Sealcoating Project. The <br />amount of the final payment is $66.351.87. <br /> <br />e <br /> <br />COUNCILMEMBER DOBEL MOVED TO APPROVE THE PAYMENT or $66,3;1.07 TO ALLIKD <br />BLACKTOP COMPANY FOR THE WORK ACCOMPLISHED IN THE 1988 CITY SEALCOATING <br />PROJECT. COUNCILMEMBER TRALLE SECONED THE MOTION. THE MOTION CARRIED 5- <br />O. <br /> <br />5.4. <br /> <br />Pay Estimate to Spencer Electric for Downtown Beautification <br /> <br />Mayor Gunkel indicated that the City Engineer is recommending payment to <br />Spencer Electric for the work completed in the street lighting system <br />within the Central Business District. This first pay estimate is in the <br />amount of $71.039.64. The City will be retaining five percent of the <br />total project for a period of time. in order to ensure that if anything <br />goes wrong with the street lighting system that Spencer Electric will <br />return to Elk River to make any necessary corrections. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE PAYMENT OF $71.039.64 TO <br />SPENCER ELECTRIC COMPANY FOR WORK COMPLETED IN THE CENTRAL BUSINESS <br />DISTRICT LIGHTING SYSTEM PROJECT. COUNCILMEMBER TRALLE SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />6.1 Conditional Use Permit to Allow a Temporary Mobile Home by Stan Hall/ <br />Public Hearing <br /> <br />Mayor Gunkel introduced the item <br />Respresentative. Robert Morton. to <br />recommendations to the Council. <br /> <br />and then asked Planning Commission <br />explain the Planning Commission's <br /> <br />e <br /> <br />Mr. Morton indicated that the Planning Commission reviewed the request <br />and recommended. unanimously. that the Council grant a temporary permit <br />to allow Mr. Hall to place a mobile home on his property while he <br />repairs his house that was damaged by a fire. <br />
