COUNCILMEMBER TRALLE SECONDED THE <br />MOTION. <br /> <br />OOUHCILMI!:MBER DOBEt MOVED TO AMEND THE MOTION TO INCLUDE THE ADOPTION OF <br />RESOLUTION 88-66. A RESOLUTION ADOPTING THE GROWTH MANAGEMENT PLAN. <br />COUNCILMEMBER TRALLE SECONDED THE AMENDMENT. THE AMENDMENT PASSED 5-0. <br /> <br />THE MOTION AS AMENDED PASSED 5-0. <br /> <br />5. Consideration of Police Department Position <br /> <br />Police Chief, Tom Zerwas, explained that he is requesting authorization <br />from the Council to promote Investigator Thomas Tyler to the rank of <br />Sergeant. As a sergeant, Mr. Tyler would continue his investigation work <br />but would also supervise a second investigator and the juvenile programs. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO PROMOTE INVESTIGATOR TYLER TO SERGEANT <br />EFFECTIVE AUGUST 23. 1988. WITH A SALARY EQUIVALENT TO THE FIRST STEP IN <br />THE SERGEANT'S PAY PLAN. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />e <br /> <br />Police Chief Zerwas informed the Council that the Police Department is <br />in the process of hiring a full-time police officer through a recruitment <br />process with the Law Enforcement Training Center and Alexandria <br />Vocational Technical Institute. <br /> <br />6. <br /> <br />Consideration of Purchase of Facsimile Machine <br /> <br />Finance Director, Lori Johnson, indicated she has researched the purchase <br />of a facsimile machine. She indicated three machines have been looked at <br />and out of the three she is recommending the purchase of a Sharp 420 for <br />a price of $1,800. Ms. Johnson indicated that funds are currently <br />available from the General Fund for this purchase. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE PURCHASE OF A SHARP 420 <br />FACSIMILE MACHINE AT A PRICE OF $1.800. COUNCILMEMBER DOBEL SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />6.1. Watering Ban <br /> <br />Mayor Gunkel indicated that due to the diminishing of the drought <br />conditions and the rising lake and river levels, that it would be <br />appropriate to lift the watering ban in Elk River. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO RESCIND RESOLUTION 88-65. A RESOLUTION <br />DEFINING THE TERMS AND CONDITIONS OF THE CITY OF ELK RIVER WATERING <br />RESTRICTIONS FOR MUNICIPAL WATER SYSTEM CUSTOMERS. COUNCILMEMBER DOBEL <br />SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />e 1. City Administrator Update <br /> <br />COUNCILMEMBER TRALLE MOVED TO SET A SPECIAL MEETING FOR THE PURPOSE OF <br />DISCUSSING ELK RIVER LANDFILL COMPLIANCE TO THE ELK RIVER CITY CODE, ON <br />SEPTEMBER 12. 1988. 7:00 P.M. AT THE ELK RIVER PUBLIC LIBRARY. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br />
