COUNCILMEMBER TRALLE SECONDED THE MOTION. OOUHCILMI!:MBER DOBEt MOVED TO AMEND THE MOTION TO INCLUDE THE ADOPTION OF RESOLUTION 88-66. A RESOLUTION ADOPTING THE GROWTH MANAGEMENT PLAN. COUNCILMEMBER TRALLE SECONDED THE AMENDMENT. THE AMENDMENT PASSED 5-0. THE MOTION AS AMENDED PASSED 5-0. 5. Consideration of Police Department Position Police Chief, Tom Zerwas, explained that he is requesting authorization from the Council to promote Investigator Thomas Tyler to the rank of Sergeant. As a sergeant, Mr. Tyler would continue his investigation work but would also supervise a second investigator and the juvenile programs. COUNCILMEMBER HOLMGREN MOVED TO PROMOTE INVESTIGATOR TYLER TO SERGEANT EFFECTIVE AUGUST 23. 1988. WITH A SALARY EQUIVALENT TO THE FIRST STEP IN THE SERGEANT'S PAY PLAN. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 5-0. e Police Chief Zerwas informed the Council that the Police Department is in the process of hiring a full-time police officer through a recruitment process with the Law Enforcement Training Center and Alexandria Vocational Technical Institute. 6. Consideration of Purchase of Facsimile Machine Finance Director, Lori Johnson, indicated she has researched the purchase of a facsimile machine. She indicated three machines have been looked at and out of the three she is recommending the purchase of a Sharp 420 for a price of $1,800. Ms. Johnson indicated that funds are currently available from the General Fund for this purchase. COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE PURCHASE OF A SHARP 420 FACSIMILE MACHINE AT A PRICE OF $1.800. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. 6.1. Watering Ban Mayor Gunkel indicated that due to the diminishing of the drought conditions and the rising lake and river levels, that it would be appropriate to lift the watering ban in Elk River. COUNCILMEMBER HOLMGREN MOVED TO RESCIND RESOLUTION 88-65. A RESOLUTION DEFINING THE TERMS AND CONDITIONS OF THE CITY OF ELK RIVER WATERING RESTRICTIONS FOR MUNICIPAL WATER SYSTEM CUSTOMERS. COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. e 1. City Administrator Update COUNCILMEMBER TRALLE MOVED TO SET A SPECIAL MEETING FOR THE PURPOSE OF DISCUSSING ELK RIVER LANDFILL COMPLIANCE TO THE ELK RIVER CITY CODE, ON SEPTEMBER 12. 1988. 7:00 P.M. AT THE ELK RIVER PUBLIC LIBRARY. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0.
