<br />Page 2 <br /> <br />Elk River City Council Minutes <br />August 22, 1988 <br /> <br />e <br /> <br />---------------------------------- <br /> <br />A resident submitted a petition opposing the Growth Management Plan at <br />this time and copies of previously submitted petitions. <br /> <br />Paragraph 3 on page V-4 of the document was discussed. The paragraph <br />related to the conversion of residential homes into commercial <br />businesses. Councilmember Schuldt stated he felt that it was the <br />Council's contention to stop the conversion of homes along Main Street <br />into businesses and the third sentence in this paragraph implies that the <br />plan is encouraging this type of activity. Mayor Gunkel indicated that <br />the homes that have been turned into businesses should be used as an <br />example. There is a potential that some of the homes in the downtwon <br />area will be converted into businesses and it is appropriate that this <br />sentence be left in the book. After further discussion regarding this <br />matter, it was the consensus of the City Council to change the third <br />sentence of the third paragraph on page V-4 to read as follows: <br /> <br />"It is felt that this can be in the best interests of the community, and <br />through the use of appropriate zoning and possibly incentive programs, <br />can be further accommodated without excessively detracting from adjacent <br />residential properties." <br /> <br />The City Administrator requested two changes on the Land Use Map #9-A <br />which are as follows: <br /> <br />e <br /> <br />1) The area east of Highway 10 near 16Sth Avenue - The HB and LI zones <br />are to be increased and the LR zone reduced. <br /> <br />2) The HR area east of Highway 169 and north of 192nd Avenue. will be <br />decreased in size. <br /> <br />Mayor Gunkel indicated that the Council is very sensitive to the concerns <br />of the citizens regarding this area west and north of Deerfie1d 3rd <br />Addition and further stated that the City will be working with a <br />representative group from the area. Mayor Gunkel stated that this area <br />will be developed as a planned unit development (PUD) to assist the City <br />in ensuring proper land use. It was the consensus of the City Council to <br />accept the two requested changes. <br /> <br />Mayor Gunkel noted that Map 4A was in error. The agricultural, or 10 <br />acre minimum lot size zone. should follow County Road 33 from the eastern <br />to western City limits. It was the consensus of the City Council that <br />this map is in error and should be changed as described by the Mayor. <br /> <br />City Attorney, Dave Sellergren, indicated that the next step after <br />adoption of the plan is to examine the City's existing subdivision and <br />zoning ordinances. He stated that these ordinances must be consistent <br />with the comprehensive plan. <br /> <br />e <br /> <br />Mayor Gunkel <br />hearings held <br /> <br />explained <br />regarding <br /> <br />to the public that there will be other public <br />the ordinance amendments and the zone changes. <br />
