<br />Page 3 <br /> <br />e <br /> <br />Elk River City Council Minutes <br />February 1. 1988 <br /> <br />The Council consented that the assessments for the downtown amenities <br />should stop on the east side of Lowell because none of the amenities <br />would be placed west of Lowell. <br /> <br />The Council also agreed that the assessment be as a per unit basis with <br />a one-half unit for nonabutting properties. The Council indicated this <br />was the fairest way to assess the properties. <br /> <br />The City Administrator stated that the project will require a 4/5 vote <br />by the Council because the project was initiated by Council. The <br />downtown committee has advised the Council on the desired amenities. <br />The Administrator indicated that the City has not heard any overwhelming <br />negative comments on the proposal. He further stated that the City will <br />be looking for the Elk River Utilities to work with the City on the <br />lighting portion of the project. He indicated that the bid date for the <br />major part of the project is set for February 16. 1988. <br /> <br />5.2. <br /> <br />Report on County Petition <br /> <br />e <br /> <br />The City Engineer explained that he has submitted to the Council a very <br />general feasibility study for the sanitary sewer and municipal water <br />extension to the west area of Elk River. He indicated the study was <br />done in response to the 8/17/87 petition from Sherburne County that <br />requested sewer and water to be extended to the Courthouse facility. He <br />indicated that the Growth Management Plan Task Force has made a <br />recommendation for a detailed feasibility study to be done and that <br />service be available in a two year period. <br /> <br />COUNCILMEMBER DOBEL MOVED TO ACCEPT THE FEASIBILITY STUDY FOR SANITARY <br />SEWER AND MUNICIPAL WATER TO THE WEST AREA OF ELK RIVER. COUNCILMEMBER <br />TRALLE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />The Council discussed the possible routes of extending the sewer and <br />water to the western edge of the City. Orono Road was discussed and it <br />was indicated that this was an MSA road. therefore. certain standards <br />would have to be met. It was the consensus of the Council to extend the <br />sewer and water by going out Main Street. <br /> <br />The City Administrator discussed the water study portion of the <br />feasibility report. He indicated that the area could not support this <br />amount of assessment without another financing mechanism. especially the <br />areas which are currently developed into one acre or larger lots. He <br />indicated if this were the case. the City would grow on a very slow. <br />phased or as needed process. and this could have some serious <br />ramifications as to how or when the City grows. <br /> <br />5.3. Consideration of Ordinance Amendment pertaining to Fire Department <br /> <br />e <br /> <br />The City Administrator indicated that the Fire Chief is requesting an <br />Ordinance amendment pertaining to the Elk River Volunteer Fire <br />Department. Section 206 of the Code of Ordinances. He indicated the <br />main points to be modified pertain to total membership numbers and the <br />age of the firefighters. He also indicated there were several minor <br />modifications in the proposed ordinance. <br />
