Mr. Maurer stated <br />that he heard no negative responses from the people present at the <br />meeting regarding the beautification items; however, there were some <br />questions raised on the method of assessing benefits and the amount of <br />assessment charged. Mr. Maurer stated that some people felt the way the <br />asessments were divided was unfair. <br /> <br />Terry Maurer indicated that it is a Council decision as to the method <br />and assessment district to be used for assessing the downtown amenities. <br />He stated if the Council should decide to assess the downtown amenities <br />on a per unit basis, the total assessment amount would be spread more <br />evenly. <br /> <br />Councilmember Schuldt stated <br />(tenants) of the buildings. Terry Maurer explained that this would take place at <br />the assessment hearing. It is planned to have the Council set this <br />assessment hearing date for March 1988, after quotes are obtained for <br />the improvement assessment, which are expected to be received in <br />February . <br /> <br />Mayor Gunkel stated that the per unit assessment equalizes the cost of <br />the amenities and she prefers this method of assessment. <br /> <br />COUNCILMEMBER TRALLE MOVED TO DIRECT THE CITY ENGINEER TO OBTAIN FIRM <br />QUOTES FOR THE DOWNTOWN AMENITIES. COUNCILMEMBER DOBEL SECONDED THE <br />MOTION. THE MOTION CARRIED 5-0. <br /> <br />Discussion took place regarding the dividing line for the downtown <br />amenities assessments. Mr. Maurer indicated that the downtown area is <br />considered as being from east of Lowell to the river. Councilmember <br />Schuldt stated the properties west of Lowell should not be assessed. <br />Councilmember Tralle questioned the zoning of the properties west of <br />Lowell. The City Administrator stated that the zoning is C-2 for <br />the commercial properties west of Lowell and the properties south of <br />Main Street are also C-2. He further indicated that the properties <br />north of Main Street are zoned C-l. <br /> <br />e <br /> <br />COUNCILMEMBER TRALLE MOVED THAT THE PLANNING COMMISSION REVIEW THE <br />PROPERTY SOUTH OF MAIN STREET AND WEST OF LOWELL TO KING AVENUE FOR <br />POSSIBLE CONSIDERATION OF A ZONE CHANGE FROM THE EXISTING C-2 ZONE TO A <br />C-1 ZONE TO CORRESPOND WITH THE C-1 ZONING NORTH OF MAIN STREET. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED <br />~=O. AND FURTHER TO HAVE STAFF INVESTIGATE THE REASON THE PROPERTY WAS <br />CHANGED TO A C-2 ZONE. AT THE FEBRUARY PLANNING COMMISSION MEETING. <br />
