<br />City Council Minutes <br />December 18, 1989 <br /> <br />Page 3 <br /> <br />e <br /> <br />CONSISTENT WITH THE EXISTING COMMERCIAL PROPERTY ALONG DODGE AVENUE. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. <br /> <br />Councilmember Holmgren indicated that even though this may be zone <br />changed, there is still control that can be placed on the developer, <br />and the Planning Commission and Council are aware of the concerns of <br />the residents. Counci~member Schuldt indicated that he had no <br />problem with the R-2b zone change along Auburn Street, however he did <br />have a concern with the commercial line along 5th Street. He <br />indicated that his concern is based on the type of businesses which <br />can go into a C-3 zone and further that he is concerned that these <br />businesses can be extended down and intrude into the single family <br />homes. Councilmember Schuldt stated that he preferred the proposal <br />that was previously presented to the Council which divided the <br />commercial property into C-2 and C-3. <br /> <br />MOTION PASSED 4-1. Councilmember Schuldt opposed. <br /> <br />4.2 John Hansen Administrative Subdivision/Public Hearin~ - AS-89-012 <br /> <br />Mayor Tralle indicated that the applicant is requesting to subdivide <br />an 80 acre parcel of land into three parcels; two 10 acre parcels and <br />the third lot being the remainder of the land. <br /> <br />e <br /> <br />Mayor Tralle opened the public hearing. <br /> <br />Mr. Richard Gruys of 2347 Monroe Street indicated that he had no <br />opposition to the proposed administrative subdivision, however he did <br />have a concern regarding the possible improvement of Monroe Street. <br />He indicated that he would like some indication from the City Council <br />that Monroe Street will not be improved in the near future because <br />there are not enough people to bear the assessment cost. <br /> <br />Mr. Al Kastendick of 21975 Monroe Street indicated that he shared the <br />same concern as Mr. Gruys. <br /> <br />Mr. Gary Black of 10276 221st Avenue NW indicated that he is opposed <br />to the subdivision. He stated that he would like to see the area <br />remain in large agricultural lots because most of the area is farm <br />area. <br /> <br />There being no further comments from the public, Mayor Tralle closed <br />the public hearing. <br /> <br />e <br /> <br />Council discussed the possibility of a future road improvement to <br />Monroe Street. Mayor Tralle questioned whether an impact fee could <br />be tied to the property which is being subdivided and collected by <br />the future purchasers of the property. Tim Keane indicated that our <br />City Ordinance does not allow that. Steve Rohlf, Building and Zoning <br />Administrator, indicated that Monroe Street is an existing street and <br />that there are two existing houses on this street and another <br />possible two houses to be added with the administrative subdivision. <br />He indicated that he did not feel this was enough to warrant a road <br />improvement.
