<br />Page 3 <br /> <br />City Council Minutes <br />August 28, 1989 <br /> <br />e <br /> <br />Phil Ha1s indicated that the type of repair he is requesting approval for <br />is patch work repair with both bituminous and concrete on the sidewalks <br />which are most deteriorated. Mr. Ha1s reiterated that this is a short <br />term approach to repair deteriorating sidewalks in order to lessen the <br />liability risk for both the homeowners and the City. Mr. Ha1s indicated <br />that he would be sending out a letter to all affected residents <br />indicating that this temporary repair of sidewalks would be taking place <br />and that a more permanent solution would be proposed next year. A public <br />hearing would be held in order to receive public input as the sidewalk <br />replacement program would probably be an assessed project. It was the <br />consensus of the City Council to authorize the Street Superintendent to <br />repair the sidewalks on a temporary basis as indicated in his memo to the <br />City Council dated 8/25/89. <br /> <br />7. Personnel Interviews <br /> <br />At 7:00 p.m. the firm of Larkin, Hoffman, Daly, and Lindgren, Ltd. was <br />interviewed by the City Council for the position of Personnel Consultant. <br />Dayle Nolan and Shannon McCambridge were both present representing the <br />consultant firm. <br /> <br />At 8:00 p.m. the consulting group of Stanton Group of DCA, Inc. was <br />interviewed for the personnel consultant position. The two individuals <br />representing the firm were Edward E. Wells and Renee M. Lassonde. <br /> <br />e <br /> <br />After the interviews, the Council adjourned for 10 minutes. <br /> <br />The Council discussed the two interviews. Mayor Tra11e indicated that <br />the City had two very qualified firms to choose from. He indicated that <br />one of the firms, Larkin, Hoffman, had a very legalistic approach; while <br />the other firm of Stanton Group had a more human resources approach. <br /> <br />Counci1member Schuldt commented on the fact that if the City chose to use <br />Larkin, Hoffman, the overall cost would more than likely be lower because <br />the City's law firm is Larkin, Hoffman, and they would be reviewing the <br />data put together. <br /> <br />Counci1member Holmgren stated that he felt DCA would probably have more <br />experience in preparing the policies and the handbooks which the City is <br />requesting. However, he felt that the potential of the driving the cost <br />up would be much greater with DCA firm and that DCA could possibly spend <br />more time. <br /> <br />Counci1member Kropuenske stated that he felt <br />qualified, however, he would be more in favor of <br />on the fact that legal experience is their <br />majority of the issues we are dealing with require <br /> <br />both firms were very <br />Larkin, Hoffman, based <br />background and that a <br />legal expertise. <br /> <br />Mayor Tra11e indicated that he agreed with Counci1member Kropuenske. <br /> <br />e <br /> <br />COUNCILMEMBER SCHULDT MOVED TO ACCEPT THE LARKIN, HOFFMAN, DALY, <br />LINDGREN, LTD. PERSONNEL CONSULTANT PROPOSAL FOR A ONE YEAR TIME PERIOD <br />AT A PRICE ON TO EXCEED $20,000 DATED JULY 28, 1989. COUNCILMEMBER <br />KROPUENSKE SECONED THE MOTION. THE MOTION CARRIED 3-1. Councilmember <br />Holmgren opposed. <br />
