Page 4

City Council Minutes
August 28. 1989

e

8. City Administrator Update

The City Administrator indicated that the selection process for the PUD
Consultants by the City will begin shortly. He indicated that he has
received comments from the Planning Commission that they strongly desire
to be involved in the selection process. He suggested to the City
Council that possibly the Planning Commission could interview the
consultants and make a recommendation for hiring to the City Council. He
informed the Council that the Park Commission selected their consultant
and this is one of the reasons that the Planning Commission feels they
should be allowed to be involved in the selection process.

Mayor Tra11e indicated that he had no problem with allowing the Planning
Commission to be involved in the selection process as long as the City
staff and legal counsel will also be involved.

Counci1member Kropuenske stated that at the 10/30/89 meeting with the
Planning Commission. their scope of duties should be discussed. He
indicated that he has been receiving feedback regarding certain Planning
Commission decisions which should not be involved in the process. such as
selection of different types of trees to be planted. Counci1member
Kropuenske indicated that he would not feel comfortable having just the
Planning Commission interview the consultants and would rather see the
Council involved in the process.

e

Counci1member Dobe1 arrived at this time. 9:37 p.m.

Counci1member Holmgren felt that just because the Park Commission
selected their consultant does not mean that it is appropriate for other
organizations to do the same.

After discussion regarding this item. it was the consensus of the City
Council that the PUD consultants be interviewed by two Planning
Commission representatives and two Council representatives. which would
be Counci1member Kropuenske and Counci1member Schuldt. and further that
staff be present during the interviews.

9. Other Business

Mayor Tra11e indicated that he has been receiving some calls in the
Grandview subdivision which is located west of the City regarding the
proposed sewer and water project to go out in that area. He indicated
that people are concerned regarding this matter and that they would like
to be informed of what is taking place. Mayor Tra11e indicated that he
would like to set up a neighborhood meeting for anybody residing in the
western area of the City to inform them of the progress that is taking
place regarding the sewer and water project and how this will affect them
as residents.

e

Mayor Tra11e informed the Council and staff that the upgrade for Highway
101 has been included in the 1994 State constuction plan. He stated that
this indicates that all efforts have been sucessfu1.however. money still
has to be raised for this project.
