Minnesota Communities Program <br /> <br />The City Administrator indicated that the City has an opportunity to <br />apply for to $600,000 for low interest housing loans being offered <br />through the Minnesota Housing Finance Agency. He stated that this is <br />a program for first time home buyers that qualify for new home loans <br />based on yearly income. The City Administrator further indicated <br />that as per Dick Fursman's memo dated August 4, 1989, this program <br />will put the City under no financial, legal, or other such liability <br />or commitment. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO AUTHORIZE THE STAFF TO SUBMIT THE <br />APPLICATION FOR THE LOW INTEREST MONEY BEING OFFERED THROUGH THE <br />MINNESOTA HOUSING FINANCING AGENCY. COUNCILMEMBER KROPUENSKE <br />SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />e <br /> <br />B. The City Administrator indicated that there has been a request for a <br />company to use Jackson Square for a pig roast. He indicated that <br />according to the applicant, the land would be used only to roast the <br />pig and the eating of the meal would be held at Dick's Main Tap. The <br />Council discussed this matter and it was the City Council consensus <br />that Jackson Square would not be an appropriate location for this <br />type of activity. As an alternative, they suggested the land behind <br />the old hardware site owned by the City. <br /> <br />C. Levy Recertification <br /> <br />The <br />City <br />been <br />City <br /> <br />City Administrator indicated that there may be a need for the <br />to recertify the levy at the exact same amount as has previously <br />certified. He indicated that this may be necessary due to the <br />trying to follow the original Truth in Taxation Law. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO ALLOW THE RECERTIFICATION OF THE <br />LEVY AT THE EXACT SAME AMOUNT AS PREVIOUSLY CERTIFIED, IF NECESSARY. <br />COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />D. Steve's Oil <br /> <br />The City Administrator updated the Council on the Steve's Oil <br />situation. He indicated that at the present time MPCA is involved <br />an~ search warrants have been issued and also that Environmental <br />Consultants have been contacted. He indicated that there is no <br />information as to whether there is anything hazardous on the property <br />at this time. However he will keep the Council updated. <br /> <br />E. <br /> <br />Elk River Area Foundation <br /> <br />e <br /> <br />The City Administrator indicated to the Council that he has attended <br />the most recent Elk River Area Foundation meeting. He stated that <br />this group is an outgrowth of the 2001 Committee. He indicated that <br />eventually the City would see a request from the Committee for <br />startup funds. He stated that the ERA Foundation has contacted other <br />organizations within the City to request funds. The City <br />
