There being no one for or <br />against the matter, Vice Mayor Schuldt closed the public hearing. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE ADMINISTRATIVE SUBDIVISION <br />REQUESTED BY CHRISTIAN BUILDERS TO SPLIT LOT 12, BLOCK 1 MEADOW PARK <br />SUBDIVISION INTO TWO LOTS TO ACCOMMODATE A ZERO LOT LINE HOME WITH THE <br />STIPULATION THAT THE CITY BUILDING OFFICIAL VERIFY THAT THE STRUCTURE <br />MEETS ALL NECESSARY BUILDING CODES FOR ZERO LOT LINE HOMES. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />5.2 Citizen Oil Drop Off Site <br /> <br />Steve Rohlf, Building and Zoning Administrator, indicated that grant <br />money is available from the MPCA for a citizen's oil drop off site. He <br />indicated that according to State rules the County must act as the <br />sponsor of the grant and assume the liability for the tanks. He <br />indicated that if staff receives Council approval to apply for the grant, <br />he would present this to the County Board. He further indicated that he <br />feels the City could possibly assume liability for the tanks. <br /> <br />e <br /> <br />Council discussed the location of the drop off site. It was indicated <br />that a potential site would be the city garage. Councilmember Kropuenske <br />stated that he had a concern regarding the appearance of that area along <br />County Road #1 as it is one of the major entrances into the City. He <br />indicated that if this were the site to be chosen, he would require that <br />the area be fenced. <br /> <br />Council also discussed what type of control the City would have in <br />monitoring the drop off site. Councilmember Kropuenske indicated that <br />there would be the possibility of people dumping other hazardous waste <br />into the oil container if the area is not monitored. The Building and <br />Zoning Administrator indicated that these details could be worked out <br />once the grant funds are received. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO PROCEED TO THE COUNTY BOARD AND REQUEST <br />THEIR APPROVAL FOR THE APPLICATION OF THE GRANT. COUNCILMEMBER <br />KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />Mayor Tralle arrived at this time (7:40 p.m.). <br /> <br />5.3 Recycling Task Force <br /> <br />Steve Rohlf, Building and Zoning Adminstrator, updated the Council on the <br />progress of the Recycling Task Force. He indicated that he would be <br />presenting the City Council with a recycling proposal for their study and <br />recommendation. <br /> <br />5.4 Other <br /> <br />e <br /> <br />Steve Rohlf, Building and Zoning Administrator. informed the City Council <br />that he had received a letter of resignation from Nick Olsen, Planning <br />Commission member. He stated that the letter indicated that the reason <br />for resignation is due to the lack of time he has to commit to the <br />meetings and for training. <br />
