AND FURTHER THAT THE LICENSE FEE BE WAIVED. <br />COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br />Councilmember Kropuenske abstained from voting as he is the Chairman <br />of the 4th of July celebration. <br /> <br />4.3 Cliff Martineau <br />Mr. Cliff Martineau of 1429 5th Street. indicated that Seymour <br />Street is a dirt road and stated that people are using this street <br />and the church parking lot to the south as a through street. He <br />indicated that dust is a major problem on the road and he would like <br />to see something done to either eliminate the dust or to keep people <br />from using the road. <br /> <br />Vice Mayor Schuldt stated that he spoke with Phil Hals. Street <br />Superintendent. regarding this problem. He indicated that City <br />staff would check into this situation and come up with possible <br />solutions. <br /> <br />e <br /> <br />4.4 Darkenwa1d Partnership-George Yankoupe <br />Mr. Yankoupe addressed the Council and indicated that he was in <br />partnership with Darkenwald Realty. He stated that they own <br />commercial property located west of Highway 169. north of Main <br />Street by Superamerica and Pizza Hut. He indicated that they are <br />requesting a right on access to Highway 169 from MnDOT and stated <br />that MnDOT has not approved their request. Mr. Yankoupe requested <br />the Council and City staff to submit a letter to MnDOT indicating <br />their support of the Highway 169 access. It was the consensus of <br />the City Council to send a letter which states no City opposition to <br />this request. <br /> <br />4.5 Jim Rossman <br />Jim Rossman approached the City Council as a representative of the <br />Greater Elk River Homebuilders Association. He indicated that he <br />would like to urge the Mayor and Councilmembers to contact the <br />National League of Cities Association and ask them to reconsider <br />their support in the decline in tax reduction of mortgage interest <br />rates. <br /> <br />Vice Mayor Schuldt stated that the City of Elk River is not a member <br />of the National League of Cities. however. they are a member of the <br />Minnesota League of Cities. He urged Mr. Rossman to contact the <br />Minnesota League of Cities regarding this matter. <br /> <br />5.1 <br /> <br />Administrative Subdivision Request by Christian Bui1ders/P.H. <br /> <br />e <br /> <br />Steve Rohlf. Building and Zoning Administrator. indicated that Christian <br />Builders is requesting an administrative subdivision to split Lot 12. <br />Block 1. Meadow Park subdivision into two lots to accommodate a zero lot <br />line home. <br />
