<br />Page 3 <br /> <br />Elk River City Council Minutes <br />May 22. 1989 <br /> <br />e <br /> <br />The City Administrator informed the Council that there are several issues <br />that the Council should look at before making a decision regarding this <br />matter. He indicated that one issue would be the potential <br />discrimination that could be made if the City requires the clerical staff <br />to wear uniforms and not the Zoning Assistant or Building Inspectors. He <br />indicated that this could be discriminating against the female clerical <br />employees. He indicated that another issue the Council should look at is <br />that the City has not been able to locate other Minnesota cities that <br />require an administrative staff to wear uniforms. <br /> <br />Joan Geroy. Brenda Ebner. and Alice Heinecke were present in favor of the <br />uniform concept. Brenda Ebner and Alice Heinecke modeled two versions of <br />uniforms. Brenda Ebner indicated that she contacted a number of cities <br />regarding the uniform issue and a majority of them indicated that they <br />would be interested to hear the outcome of the uniform request as they <br />were in favor of possibly getting uniforms for their cities. Sandy <br />Thackeray. Deputy City Clerk. stated that she felt the uniform issue was <br />an economic fairness issue also as the Police clerical staff do wear <br />uniforms. as well as the Liquor Store employees. Street Department <br />employees and Waste Water Treatment employees. <br /> <br />e <br /> <br />Also discussed was <br />uniforms. The City <br />dealing with the <br />concept. <br /> <br />the possibility of a clothing allowance as opposed to <br />Administrator indicated that this would be one way of <br />fact that not everybody is unanimous to the uniform <br /> <br />Sandy Thackeray. <br />provide a degree <br />presenting oneself <br />economical and that <br /> <br />Deputy City Clerk. indicated that she felt uniforms <br />of professionalism and reflect a positive way of <br />to the public. She stated that the uniforms are <br />most uniforms are made of high quality fabrics. <br /> <br />Sharon Maue indicated her opposition to wearing uniforms. She stated <br />that she cannot envision wearing the same type of clothing day after day <br />and that she would like a choice in deciding what to wear to work. Ms. <br />Maue raised several questions regarding the uniform issue. such as <br />whether or not all employees will be required to wear uniforms and <br />whether or not part-time employees will be required to wear uniforms. <br />She informed the Council that at the time she was hired it was not a <br />requirement to wear uniforms. She further indicated that whether or not <br />the City provides the uniforms for the employees the employees would <br />still have to purchase shoes and blouses to match the uniforms and stated <br />that this would still cost money. <br /> <br />Michelle Shaw indicated that she was present as support for Sharon's view <br />on uniforms. She indicated that she was a merchandise coordinator and <br />discussed some of the problems she had dealt with relating to <br />uniforms. <br /> <br />e <br /> <br />The Council discussed which employees would be required to wear uniforms <br />if the uniform concept was passed. Mayor Tralle indicated that a <br />distinction would have to be made between the exempt and non-exempt <br />employees. Councilmember Kropuenske indicated his support of the uniform <br />concept. Mayor Tralle requested that staff look into the cost of <br />uniforms for the Building Inspectors. <br />
