Open Mike <br /> <br />Don Heinzman, of the Elk River Star News, approached the City Council <br />with an opportunity to purchase advertising space for an ad in the <br />Sherburne County Progress Edition of the Star News. He indicated that <br />the theme of the edition would be growing into the year 2000. <br /> <br />COUNCILMEMBER DOBEL MOVED TO PURCHASE A FULL PAGE AD IN THE SHERBURNE <br />COUNTY PROGRESS EDITION OF THE ELK RIVER STAR NEWS. COUNCILMEMBER <br />KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />5. Consider Final Assessment Roll for Main Street MacGibbon Property/ <br />Public Hearing <br /> <br />Mayor Tralle indicated that this public hearing was for the reassessment <br />of parcels of property owned by Mr. and Mrs. John MacGibbon in relation <br />to the Main Street Improvement Project. He stated that the MacGibbons <br />had appealed the assessments on their property and that the City and Mr. <br />MacGibbon have arrived at a mutual agreement as to the appropriate <br />assessments for the properties. <br /> <br />e <br /> <br />Lori Johnson, Finance Director, stated that the agreement between the <br />City and the MacGibbons was that the homesteaded properties will receive <br />the total street assessment, but that the sewer assessment would be <br />deferred until the household hooks up to the sewer system under Main <br />Street. She stated that the street assessment on the vacant property <br />would be levied in the amount of $1,000 and the sewer assessment would be <br />deleted based on a clerical error that the lot is unbuildable. <br /> <br />Mayor Tralle opened the public hearing. There being nobody for or <br />against the matter, Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO <br />ADOPTING THE FINAL ASSESSMENT <br />MACGIBBON. COUNCILMEMBER SCHULDT <br />CARRIED 5-0. <br /> <br />ADOPT RESOLUTION 89-29, A RESOLUTION <br />ROLL ON THE MATTER OF JOHN AND EVELYN <br />SECONDED THE MOTION. THE MOTION <br /> <br />6. <br /> <br />Consider Uniform Concept for City Hall Clerical Personnel <br /> <br />e <br /> <br />The City Administrator indicated that he had presented a request to the <br />Council in November of 1988 regarding the clerical staff wearing <br />uniforms; however, this request received limited support. He stated that <br />at that time there was little research done by the staff on the request <br />for uniforms and that the request is being brought back to the Council a <br />second time. He indicated that staff has researched the uniform concept <br />and that a majority of the clerical personnel are in favor of the <br />concept. He indicated that one of the clerical personnel is against the <br />concept. The City Administrator stated that in his opinion the uniform <br />issue is an economic fairness issue because uniforms are provided for a <br />number of City employees. <br />
