Consider Morrell Trucking Site Appraisal Review <br /> <br />The City Administrator indicated to the Council that Lori Johnson, <br />Finance Director, the City Attorney, the Economic Development Consultant <br />and himself have met to discuss the Larry Morrell site appraisal and <br />indicated that they have arrived on a recommendation for a financial <br />offer to Mr. Morrell for his parcel of property located at the corner of <br />School Street and Jackson Avenue. <br /> <br />Mike Mulrooney indicated that whatever offer the City would make to Mr. <br />Morrell would include certain conditions. He indicated that the <br />conditions would be as follows: <br /> <br />1. Contingent on the testing of the field tanks and environmental tests <br />being satisfactory to the City. <br /> <br />2. That the offer be made to Mr. Morrell under a threat of condemnation <br />with the understanding that the threat of condemnation provides a tax <br />advantage to Mr. Morrell's company. <br /> <br />e <br /> <br />3. That there be a definite time frame within which the offer is <br />accepted or withdrawn. Mr. Mulrooney recommended a sixty day time <br />frame for which Mr. Morrell may review of offer. <br /> <br />Mayor Tralle indicated that this is a potential site for City Hall, but <br />the main reason for the City to purchase the property is because of the <br />nuisance and safety issues caused by the trucking company's location. <br />The Council indicated that they would like to see Mr. Morrell relocate, <br />but also would like to see him relocate in the City. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO AUTHORIZE THE STAFF TO SEND MR. MORRELL A <br />LETTER OFFERING $50,000 PER ACRE WITH THE CONl'INGENCY THAT THE LETTER <br />INCLUDE A CONDEMNATION CLAUSE, A SIXTY DAY TIME FRAME TO RESPOND. AND <br />THAT THE OFFER BE CONTINGENT UPON THE SITE BEING PROVEN TO BE <br />ENVIRONMENTALLY SAFE; AND FURTHER THAT THE CITY STAFF IS AUTHORIZED '1'0 <br />NEGOTIATE THE OTHER TERMS AND CONDITIONS OF THE PURCHASE. COUNCILMEMDER <br />KROPUENSKE SECONDED THE MOTION. THE. MOTION CARRIED 5-0. <br /> <br />8. <br /> <br />Assessment Revisions and Corrections for Main Street and <br />Jackson Avenue Projects <br /> <br />e <br /> <br />Lori Johnson, Finance Director, indicated that several property owners <br />that were assessed during the Main Street and Jackson Avenue Projects are <br />questioning their assessments. Ms. Johnson explained the following <br />parcel identification numbers and their requests. <br />
