<br />e <br /> <br />e <br /> <br />e <br /> <br />Page 3 <br /> <br />Elk River City Council Minutes <br />April 3, 1989 <br /> <br />COUNCILMmGER SCHULDT MOVED TO ACCEPT THE EASEMENT AS PRESENTED CONTINGENT <br />UPON THE CITY ATTORNEY REVIEW OF THE EASEMENT DOCUMENT. COUNCILMEMBER <br />HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />7.5 Fire Hall Building Expansion Architect <br />Fire Chief, Russ Anderson, was present to discuss with the City Council <br />the hiring of an architect for the design and supervision of an expansion <br />to the Fire Hall. Russ Anderson indicated that the architect desired for <br />this project is the same architect who did the original building in 1972. <br />The individual is Peter Racchini of Peter Racchini and Associates. A <br />standard form of agreement between owner and architect has been signed by <br />Mr. Racchini and this agreement is being reviewed by the City Attorney. <br />Fees for the architects services will be $14,200 with an hourly charge for <br />additional services not included within the agreement. It was also noted <br />that the fee would be reduced because the owner (the City) doing certain <br />construction work of the nature that would require no work by the <br />architect. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE MR. PETER RACCHINI OF PETER <br />RACCHINI & ASSOCIATES AS THE ARCHITECT FOR THE BUILDING EXPANSION AT THE <br />FIRE HALL IN THE AMOUNT OF $14.200. CONTINGENT UPON THE ATTORNEY BEING <br />SATISFIED THAT THE AGREEMENT ADEQUATELY PROTECTS THE CITY IN THIS PROJECT. <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />8. Police Department Annual Report <br />Chief of Police, Tom Zerwas, reviewed his annual report with the City <br />Council. Chief Zerwas summarized the acitivites in 1988 within his <br />department and in general terms indicated that it was a very busy and <br />productive year. The City Police Department has undergone some <br />organizational changes in 1988, and this has resulted in a second sargeant <br />position being created to supervise the Juvenile Officers, Community <br />Service Officers, and Investigation Department. Chief Zerwas reviewed the <br />addition of new officers to the department in 1988 and the overall <br />increase in activities of the Police Department. Following a review of <br />the accomplishments of the department including its high clearance rate, <br />the Chief reviewed goals for 1989. <br /> <br />At this time Chief Zerwas introduced Juvenile Officer, Bryan Vita, and <br />discussed the D.A.R.E. Program with the City Council. The D.A.R.E. <br />Program began in 1988 and is a drug awareness program geared toward the <br />elementary classes. At this time Bryan presented a slide show on the <br />D.A.R.E. Program. <br /> <br />In summary, Chief Zerwas indicated that 1988 was the busiest year <br />experienced by the Police Department. Part I and Part II crimes <br />increased. This increase is assumed to be based on the influx of new <br />residents. the increased traffic generated by these residents and our <br />close proximity to fast growing suburban communities. The goals <br />specifically mentioned by the Chief included the organization of an <br />emergency response unit, the reduction of serious crime. the addition of <br />new police officers, and the completion of a police department policy and <br />procedures manual. <br /> <br />The City Council <br />presentation and <br />department. <br /> <br />thanked Chief <br />enthusiastically <br /> <br />Zerwas and <br />indicated <br /> <br />Officer Vita <br />its support <br /> <br />for <br />for <br /> <br />their <br />the <br />
