<br />Page 2 <br /> <br />Elk River City Council Minutes <br />April 3. 1989 <br /> <br />e <br /> <br />Councilmember Holmgren arrived at this time. <br /> <br />5. <br /> <br />Transient Merchant License for Tammy Box <br />Mayor Tralle indicated that Ms. Tammy Box has applied for a Transient <br />Merchant license to sell flowers in the City of Elk River. It was <br />indicated that staff is recommending denial of this license based on the <br />applicant providing false information on the application. It was further <br />noted that Ms. Box was not present to discuss her application and <br />proposal. <br /> <br />Mayor Tralle opened the public hearing. There being no one for or against <br />this matter. Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO DENY THE TRANSIENT MERCHANT LICENSE REQUEST <br />FROM MS. TAMMY BOX TO SELL FLOWERS IN THE CITY OF ELK RIVER. <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 4-0. <br /> <br />6. Site Plan Review for Hagens County Market <br />Building and Zoning Administrator. Stephen Rohlf. reviewed the site plan <br />for an approximately 10,000 square foot addition at the Elk River Plaza <br />Shopping Center for County Market. <br /> <br />The second part of the request was to add a 24 foot by 58 foot expansion <br />to the loading dock area making the total loading dock 2.040 square feet. <br /> <br />~ Representatives of Barthel Construction reviewed the flow of traffic for <br />the Council including the maneuvers necessary for a semi to back up to the <br />loading dock. They further indicated that the parking marked on the site <br />plan as optional would be constructed immediately and be used as overflow <br />for Burger Kings parking needs. It was decided that staff would approve <br />the relocation of the recycling pop can dispenser on the site. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED TO APPROVE THE SITE PLAN FOR THE ADDITION <br />TO COUNTY MARKET WITH THE NINE STIPULATIONS LISTED IN THE 3/28/89 STAFF <br />REPORT. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 4- <br />O. <br /> <br />7. Sign Request for Pamida Pharmacy <br /> <br />The request by Pamida for signage was two 18 foot signs saying "Pharmacy." <br />One would be on the Highway 169 side of the shopping center and the other <br />on the Freeport Avenue side of the shopping center. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE SIGN REQUEST AS DISCUSSED IN <br />THE 4/3/89 STAFF MEMO. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE <br />MOTION CARRIED 4-0. <br /> <br />7.3 205th Avenue Easement <br />Cliff Lundberg. was present to request that the City accept an easement <br />from Fran Coates. This easement is located east of County Road #32. <br /> <br />e <br /> <br />The easement Mrs. Coates would grant to the City would add an additional <br />33 feet of right-of-way to the existing 33 feet of right-of-way that 205th <br />Avenue on the east side of Meadowvale Road currently has. <br />
