MEETING OF THE ELK RIVER CITY COUNCIL HELD AT THE ELK RIVER PUBLIC LIBRARY MONDAY, APRIL 3,1989 e Members Present: Mayor Tralle, Councilmembers Schuldt, Kropuenske and Holmgren (7:20 p.m.) Members Absent: Councilmember Dobel Staff Present: Pat Klaers, City Administrator; Stephen Rohlf, Building and Zoning Administrator; Tom Zerwas, Chief of Police; and Bryan Vita, Juvenile Officer 1. Pursuant to due call and notice thereof the meeting of the Elk River City Council was called to order at 7:00 p.m. by Mayor Tralle. 2. Consideration of 4/3/89 City Council Agenda Item //7 .3, "Easement on 205th Avenue" and Item /17 .5, "Fire Hall Building Expansion Architect" were added to the Agenda. COUNCILMEMBER COUNCILMEMBER SCHULDT MOVED TO KROPUENSKE SECONDED APPROVE THE THE MOTION. AGENDA AS AMENDED . THE MOTION CARRIED 3-0. 3. Consideration of 3/27/89 City Council Minutes COUNCIL MEMBER KROPUENSKE MOVED TO APPROVE THE MARCH 27, 1989, CITY COUNCIL MINUTES. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 3- O. e 4. Open Mike Mr. Bill Gagne, the developer and owner of Sandpiper Estates, was present before the City Council to discuss the status of utilities extensions to his plat. Sandpiper Estates is located on the west side of Elk River between the two rivers and was approved in 1986. Since plat approval, discussion has taken place regarding the extension of utilities into this area and Mr. Gagne has found himself in a difficult position. He is being taxed on the property as if it were developed into one acre lots and is unable to find people interested in purchasing the property with the possibility of sewer and water being extended in the near future. Mr. Gagne indicated that he strongly supports the extension of utilities into this area but he is starting to hear rumors that the project is not moving forward. His purpose for being present at this meeting was to receive City Council input on the status of the project. e Mayor Tralle and Administrator Klaers both indicated that the project appears to be moving forward and the City is working on finalizing the finances for this project. It was indicated that if everything goes in a positive manner this project could begin as soon as Spring, 1990. Mr. Gagne was informed that appraisers had been hired to help the City determine an acceptable level of assessments to the benefitted property owners. Additionally, the staff is working on obtaining commitments from property owners regarding the Green Acres status of their land. This Green Acre status relates to the ability of the City to receive payment for assessments levied. Mr. Gagne was informed that a progress report on this project is expected by late May, 1989. Additionally, if Mr. Gagne has problems with his taxes or assessments, he was advised to be present at the 5/10/89 City of Elk River Board of Equalization meeting.
