Pursuant to due call and notice thereof the meeting of the Elk River City <br />Council was called to order at 7:00 p.m. by Mayor Tralle. <br /> <br />2. Consideration of 4/3/89 City Council Agenda <br />Item //7 .3, "Easement on 205th Avenue" and Item /17 .5, "Fire Hall Building <br />Expansion Architect" were added to the Agenda. <br /> <br />COUNCILMEMBER <br />COUNCILMEMBER <br /> <br />SCHULDT MOVED TO <br />KROPUENSKE SECONDED <br /> <br />APPROVE THE <br />THE MOTION. <br /> <br />AGENDA AS AMENDED . <br />THE MOTION CARRIED 3-0. <br /> <br />3. Consideration of 3/27/89 City Council Minutes <br />COUNCIL MEMBER KROPUENSKE MOVED TO APPROVE THE MARCH 27, 1989, CITY COUNCIL <br />MINUTES. COUNCILMEMBER SCHULDT SECONDED THE MOTION. THE MOTION CARRIED 3- <br />O. <br /> <br />e <br /> <br />4. Open Mike <br />Mr. Bill Gagne, the developer and owner of Sandpiper Estates, was present <br />before the City Council to discuss the status of utilities extensions to <br />his plat. Sandpiper Estates is located on the west side of Elk River <br />between the two rivers and was approved in 1986. Since plat approval, <br />discussion has taken place regarding the extension of utilities into this <br />area and Mr. Gagne has found himself in a difficult position. He is being <br />taxed on the property as if it were developed into one acre lots and is <br />unable to find people interested in purchasing the property with the <br />possibility of sewer and water being extended in the near future. Mr. <br />Gagne indicated that he strongly supports the extension of utilities into <br />this area but he is starting to hear rumors that the project is not moving <br />forward. His purpose for being present at this meeting was to receive <br />City Council input on the status of the project. <br /> <br />e <br /> <br />Mayor Tralle and Administrator Klaers both indicated that the project <br />appears to be moving forward and the City is working on finalizing the <br />finances for this project. It was indicated that if everything goes in a <br />positive manner this project could begin as soon as Spring, 1990. Mr. <br />Gagne was informed that appraisers had been hired to help the City <br />determine an acceptable level of assessments to the benefitted property <br />owners. Additionally, the staff is working on obtaining commitments from <br />property owners regarding the Green Acres status of their land. This <br />Green Acre status relates to the ability of the City to receive payment <br />for assessments levied. Mr. Gagne was informed that a progress report on <br />this project is expected by late May, 1989. Additionally, if Mr. Gagne <br />has problems with his taxes or assessments, he was advised to be present <br />at the 5/10/89 City of Elk River Board of Equalization meeting. <br />
