<br />Elk River City Council Minutes <br />March 20. 1989 <br /> <br />Page 5 <br /> <br />e <br /> <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />8.2 Conditional Use Permit Elk River United Methodist Church/Public Hearing <br />Mayor Tralle indicated that as the variance was approved for the Elk <br />River United Methodist Church. they are now requesting a conditional use <br />permit to expand their existing structure. <br /> <br />Jerry Schroeder. Planning Commission Representative. indicated that the <br />Planning Commission recommended approval of the conditional use permit <br />with a 5-0 vote. He indicated that the Planning Commission did recommend <br />approval with certain stipulations which are listed in the memo to the <br />City Council from the zoning assistant dated March 20. 1989. <br /> <br />Mayor Tralle opened the public hearing. There being no one for or <br />against the matter. Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER HOLMGREN MOVED TO APPROVE THE CONDITIONAL USE PERMIT <br />REQUEST BY UNITED METHODIST CHURCH OF 1304 MAIN STREET TO EXPAND THEIR <br />EXI STING STRUCTURE WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT APPROVAL OF THE CONDITIONAL USE PERMIT BE CONTINGENT UPON <br />APPROVAL OF THE VARIANCE REQUEST. <br /> <br />2. THAT ACCESS TO THE PARKING LOT BE AS SHOWN ON THE REVI SED SITE <br />PLAN. <br /> <br />e <br /> <br />3. <br /> <br />THAT ALL <br />DUST FREE. <br /> <br />OF THE OFF STREET PARKING STALLS BE HARDSURFACED AND <br />ALL STALLS SHALL ALSO BE STRIPED. <br /> <br />4. THAT THE TRASH RECEPTACLE BE SCREENED AND DESIGNED AS PER CITY <br />CODE. <br /> <br />5. THAT ANY TREES OR PLANTINGS DI STURBED DURING CONSTRUCTION BE <br />REPLACED. <br /> <br />6. THAT THE CHURCH BE SUBJECT TO A TWO YEAR REVIEW OF THE <br />CONDITIONAL USE PERMIT (0391). <br /> <br />COUNCIL MEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />Councilmember Schuldt indicated that he based his vote on the fact that <br />he had heard no complaints from any of the neighboring residents <br />regarding the conditional use permit request. <br /> <br />e <br /> <br />8.3 Conditional Use Permit TLC Inc./Public Hearing <br />Steve Bjork. Zoning Assistant. indicated that TLC. Inc. of 19027 Proctor <br />Avenue is requesting a conditional use permit to expand the existing <br />daycare building. He indicated that the existing building is 7.000 <br />square feet and that the proposed addition would be 5.650 square feet and <br />that it would be located on the west side of the existing building. Mr. <br />Bjork indicated that TLC was originally granted a conditional use permit <br />to operate a daycare within an R-3 zone. He indicated that the Planning <br />Commission reviewed both the new project and the conditions placed on the <br />original conditional use permit. <br />
