<br />Elk River City Council Minutes <br />March 20. 1989 <br /> <br />Page 6 <br /> <br />e <br /> <br />Jody Kreuser. of TLC. stated that they are requesting an addition in <br />order to add a gym and other facilities to their daycare operation. <br /> <br />Jerry Schroeder. Planning Commission Representative. indicated that the <br />Planning Commission recommended approval with a 5-0 vote. He further <br />indicated that the Planning Commission recommended approval with certain <br />stipulations which are listed in the memo from the zoning assistant to <br />the Mayor & City Council dated March 20. 1989. <br /> <br />Mayor Tralle opened the public hearing. There being no one for or <br />against the matter. Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER KROPUENSKE MOVED. TO APPROVE THE CONDITIONAL USE PERMIT <br />REQUEST BY TLC. INC. OF 19027 PROCTOR AVENUE TO EXPAND AN EXISTING <br />DAYCARE BUILDING WITH AN ADDITION OF 5.650 SQUARE FEET TO BE LOCATED ON <br />THE WEST SIDE OF THE BUILDING WITH THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT THE ENTIRE PLAY AREA BE FENCED. <br /> <br />2. THAT FOURTEEN OFF STREET PARKING STALLS BE PROVIDED AS SHOWN ON <br />THE SITE PLAN AND THAT THE STALLS BE HARDSURFACED AND DUST FREE <br />AND ALSO THAT THEY BE STRIPED. <br /> <br />3. THAT THE PROPOSED BUILDING BE DECORATED WITH FOUR BRICK COLUMNS <br />AND ARCHITECTURAL PANELS TO MATCH THE ORIGINAL BUILDING. <br /> <br />e <br /> <br />4. <br /> <br />THAT THE DUMPSTER BE SCREENED AND A LATCHABLE GATE <br />INSTALLED . <br /> <br />BE <br /> <br />5. THAT THE SIGNAGE FOR THE DAYCARE BE RESTRICTED TO TWO SIGNS NOT <br />TO EXCEED 32 SQUARE FEET FOR EITHER SIGN. <br /> <br />6. THAT THE DAYCARE BE SUBJECT TO A TWO YEAR REVIEW (0391). <br /> <br />7. THAT THE OWNER WORK WITH STAFF TO RESOLVE THE DRIVE THROUGH <br />PROBLEM. <br /> <br />8. THAT THE BRICK COLUMNS ALONG THE SOUTH SIDE OF THE BUILDING BE <br />CONTINUED . <br /> <br />9. THAT THE LAND SCAPING THEME WITH MORE MATURE TREES BE CONTINUED. <br /> <br />COUNCIL MEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />e <br /> <br />8.4 City Council/Planning Commission Policy <br />Councilmember Kropuenske indicated that he would like to see a policy set <br />regarding variances that do not meet the five standards. He indicated <br />that he was refering to the variance requested by Security Financial. He <br />stated that the Planning Commission denied the variance and the City <br />Council sent it back to the Planning Commission. the Planning Commission <br />once again denied the request and the applicant is requesting to bring it <br />back to the Planning Commission. Councilmember Kropuenske indicated that <br />if a variance does not meet the five standards the Planning Commission <br />should not hear the request again. <br />
