COUNCILMEMBER SCHULDT <br />SECONDED THE MOTION. <br /> <br />Counci1member Schuldt indicated that Tyler Street is in desperate need of <br />improvement and he further indicated that the comments and concerns of <br />these citizens would be heard again at the assessment public hearing <br />which will be held prior to the project being authorized. <br /> <br />THE MOTION CARRIED 5-0. <br /> <br />7. <br /> <br />HRA Representative/Section 8 Housing in Sherburne County <br />Kathy Buh1, Section 8 Coordinator of the Housing and Redevelopment <br />Authority of St. Cloud, indicated that the Sherburne County Commissioners <br />had adopted a Resolution authorizing the St. Cloud Housing and <br />Redevelopment Authority to proceed with submitting an application and to <br />administer the Section 8 existing program on behalf of Sherburne County. <br />She stated that it is a requirement of HUD that all incorporated cities <br />within Sherburne County be considered for adopting a Resolution to have <br />this program administered within the City limits. She stated that she <br />did have a Resolution for the Council to consider regarding this matter. <br />Ms. Buh1 explained the Section 8 Program and how it worked to the <br />Council. She indicated that the program is designed for very low income <br />families. She stated that the St. Cloud HRA would pay anything above 70% <br />of the families monthly income for rent which would also include <br />maintenance and utility services. She stated that the HRA inspects the <br />units and reviews the leases, and further that the units are inspected <br />yearly to ensure compliance with the housing quality standards. <br /> <br />A major concern of the Council regarding this operation was whether or <br />not the program would be for local people or if people outside of the <br />City limits and Sherburne County would have first choice at the Section 8 <br />Program. Ms. Buh1 indicated that Sherburne County had this same concern. <br />She indicated that the HRA can not discriminate against anybody who <br />applies for the program, however, she would be maketing the program <br />solely in the Sherburne County area in order to draw people from this <br />area. The Council was also concerned regarding whether or not the <br />Section 8 Housing would be in cluster homes or group homes in one certain <br />area. Ms. Buhl indicated that the applicant has the choice to decide <br />where they want to live, therefore eliminating the cluster housing <br />concept of Section 8 Housing. <br /> <br />Mayor Tralle stated that he felt this was a good program. He indicated <br />that he liked the idea that the housing would be scattered throughout the <br />City and not in one area and also that the program was designed to help <br />the people within Elk River and the Sherburne County area. <br />
