<br />e <br /> <br />e <br /> <br />e <br /> <br />Elk River City Council Minutes <br />March 20, 1989 <br /> <br />Page 2 <br /> <br />Councilmember Kropuenske indicated that he did not feel that the property <br />would have to be vacated right away due to the foreclosure. He stated <br />that the owner would probably have enough time to move to the new <br />location and still go through the proper channels to receive a <br />conditional use permit. Councilmember Kropuenske further stated that he <br />would not vote on the issue as he is a party to the foreclosure and <br />reiterated that he did not feel there would be an urgency for the owner <br />to move and further felt that he would not be turned out of the building <br />before May. <br /> <br />It was the concensus of the City Council to take no action on the <br />request. The Council requested that the owner contact the bank in charge <br />of the foreclosure to be certain that there would be no urgency to move <br />out of this site. and further that he come back to the Council in a week <br />with his information. They further indicated that he should start <br />proceedings for a conditional use permit immediately. <br /> <br />5. <br />6. <br /> <br />Knollwood Improvements <br />Tyler Street Improvements <br />Mayor Tralle indicated that the public hearings for the Tyler Street and <br />Knollwood Improvements were held on March 13. 1989. He stated that the <br />Council took no action regarding these two improvements due to the fact <br />that only three of the five members were present. He further indicated <br />that the citizens present at the public hearing were informed that action <br />regarding these two improvements would be taken at the 3/20/89 City <br />Council Meeting. Mayor Tralle indicated that the two absent members at <br />the 3/13/89, meeting which were himself and Councilmember Dobel, had read <br />the minutes regarding the public hearing. Mayor Tralle then opened <br />discussion regarding the public hearing. <br /> <br />Councilmember Schuldt indicated that the public hearing lasted at least <br />an hour and that there were approximately 80 people present. He stated <br />that most of the questions were directed to Terry Maurer, City Engineer, <br />and stated that there were a variety of concerns which Terry Maurer <br />answered. <br />Councilmember Kropuenske stated that he felt the major concern of the <br />citizens were the different heights and levels of the driveways in <br />relationship to the streets. He indicated that Terry Maurer stated that <br />he would be working with these individual property owners regarding these <br />matters. <br /> <br />Councilmember Holmgren stated that the owners had a lot of definite <br />questions regarding the project. He indicated that the minutes stated <br />the questions the owners had but did not state the answers given to the <br />questions and, therefore, he could not convey to the two absent members <br />of the Council the information he felt was pertinent to the matter. <br /> <br />COUNCIL MEMBER SCHULDT MOVED TO ADOPT RESOLUTION 89-16. A RESOLUTION <br />ORDERING THE IMPROVEMENT AND PREPARATION OF PLANS AND SPECIFICATIONS IN <br />THE MATTER OF THE KNOLLWOOD BITUMINOUS.
