Pat K1aers. indicated that the Police Department <br />has completed the hiring process for the vacant Police Officer position. <br />He indicated that they are recommending Russell Johnson. a Police Officer <br />from the City of Anoka. to be hired as a Police Officer for Elk River <br />effective March 22 and further that he be hired at the top step of the <br />Union pay scale. <br /> <br />COUNCILMBMBER HOLMGREN MOVED TO HIRE RUSSELL JOHNSON AS A POLICE OFFICER <br />FOR THE CITY OF ELK RIVER EFFECTIVE MARCH 22. 1989. AND THAT HE BE HIRED <br />AT THE TOP STEP OF THE UNION PAY SCALE. COUNCILMEMBER KROPUENSKE <br />SECONDED THE MOTION. THE MOTION CARRIED 3-0. <br /> <br />7. <br /> <br />Gambling License Renewal - Eagles <br />Vice Mayor Gene Schuldt indicated <br />application to the Charitable Gambling <br />gambling license. The Council took no <br /> <br />that the Eagles have submitted an <br />Control Board for renewal of their <br />action to deny this request. <br /> <br />8. <br /> <br />Building and Zoning Annual Report <br />Building and Zoning Administrator. Stephen Rohlf. began his annual report <br />by responding to questions from the City Council. A number of Council <br />members had questions regarding the percent of multi-family homes in Elk <br />River as compared to the total housing market. Reference was made to <br />Figure 2 of the report that showed approximately 12% of the housing stock <br />as Multi-family in 1984 and this figure dramatically changing to almost <br />22% in 1988. The Council was concerned over the significant increase of <br />Multi-family homes in Elk River as compared to single family homes and <br />the location of these multi-family homes. It was acknowledged that this <br />increase may have been due to a "catch up" period where the City had an <br />abnormally low percentage of multi-family homes in the housing stock in <br />1984. The Council requested that this item be added to the 4/8/89 Joint <br />City Council/Planning Commission Workshop agenda in order to discuss <br />possible ways of limiting the maximum percent of multi-family housing <br />units within the total housing stock. Council also requested that the <br />concept of phasing in the multi-family units in the future growth area of <br />the City (PUD areas) be discussed in order to control the number and <br />location of multi-family units in the future. <br /> <br />The Council asked questions regarding the <br />in the community and how many additional <br />the current zoning. In this regard the City Council also requested <br />the working memo that would be sent to the Planning Commission in advance <br />to requests coming before them for formal action. Additionally. the <br />Council questioned the need for formal bylaws but concurred that some <br />guidelines are needed for the general operation of the Planning <br />Commission. <br />
