<br />e <br /> <br />e <br /> <br />e <br /> <br />Page 4 <br /> <br />City of Elk River City Council Minutes <br />March 13. 1989 <br /> <br />-------------------------------------- <br /> <br />Mr. Ron Harrington 19728 Ulysses - questioned the section of Ulysses <br />from 200th Avenue south. He indicated that this area had been overlayed <br />not too long ago. He questioned staff as to whether they could research <br />and find out when this area was overlayed. He stated he did not feel it <br />was necessary to overlay the road at this time. <br /> <br />Vice Mayor Gene Schuldt closed the public hearing at this time. <br /> <br />City Attorney. Tim Keane. indicated that because the projects are City <br />initiated a 4/5 vote by the Council would be required. Due to the fact <br />that only three members of the Council were present. Mr. Keane advised <br />that the Council close the public hearing and take no action on the <br />projects at this time. <br /> <br />COUNCILMBMBER KROPUENSKE MOVED TO <br />KNOLLWOOD IMPROVEMENT PROJECT. <br />MOTION. THE MOTION CARRIED 3-0. <br /> <br />CLOSE THE PUBLIC HEARING FOR THE <br />COUNCILMEMBER HOLMGREN SECONDED THE <br /> <br />COUNCILMBMBER HOLMGREN <br />STREET IMPROVEMENTS. <br />MOTION CARRIED 3-0. <br /> <br />MOVED TO CLOSE THE PUBLIC HEARING FOR THE TYLER <br />COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE <br /> <br />Vice Mayor Gene Schuldt indicated that the Council would make a decision <br />on these two projects at the March 20. 1989 City Council meeting to be <br />held at the Elk River Public Library. He indicated however. that the <br />public hearing was closed and no public input would be received at that <br />meeting. <br /> <br />5.3 <br /> <br />City Engineer Update <br />The City Engineer indicated that he has appeared before the Elk River <br />Utilities Commission regarding the western area sewer and water project. <br />He indicated that he has requested the Utilities Commission to contribute <br />funds towards the project. Mr. Maurer indicated that he has not received <br />a reply from the Utilities Commission at this time. however. they were <br />going to discuss it at their next meeting. <br /> <br />Mr. Maurer updated the Council on the Main Street bridge. He indicated <br />that he was working with the Historical Society regarding this matter and <br />he further stated that it is their hope that the Main Street bridge will <br />be taken off the Historical Society's list so it will not impede the <br />western area sewer and water project. <br /> <br />Mr. Maurer updated the Council on the Waco Street bridge north of Highway <br />#10. He indicated he was working on a cost estimate for the replacement <br />of this bridge. <br /> <br />Mr. Maurer indicated to the Council that he has prepared an application <br />on behalf of the City regarding riverbank erosion. <br /> <br />Mr. Maurer stated that he has submitted copies of the feasibility study <br />of the Highway 169 & 193rd utilities projects to the two property owners. <br />He indicated that he has not had a response from the property owners at <br />this time. <br />
