<br />e <br /> <br />e <br /> <br />e <br /> <br />Page 6 <br /> <br />City of Elk River City Council Minutes <br />March 13, 1989 <br /> <br />-------------------------------------- <br /> <br />At this time the Building & Zoning Administrator highlighted the <br />inventory of lots in Elk River. It was noted that in the most recent <br />eighteen months or so the City has noticed a decrease in the inventory of <br />lots. More housing permits have been pulled in the last eighteen months <br />than lots created. This is especially true in the sewer and water <br />district and the Building & Zoning Administrator noted that we may soon <br />have a shortage of available lots in the sewer and water district. <br /> <br />The Building & Zoning Administrator highlighted a number of points from <br />his Annual Report. These points included the fact that 1988, although <br />not a record year for total housing units constructed, was still a record <br />year for the number of single family housing permits pulled at the <br />Building Inspections Department. For the last three years the City has <br />averaged over 300 total housing units constructed and for the last two <br /> <br />Another point discussed by the Building & Zoning Administrator were the <br />accomplishments of his Department and the quality work produced by his <br />employees. Special recognition was given to Cliff Skogstad while working <br />as the Assistant Building Official when the former Building Official <br />resigned and Sharon Maue for handling the significant increase in <br />workload generated by his department. Stephen also praised new employee <br />Terry Zajac as fitting well into the organization and handling <br />residential inspections in an efficient and professional manner. Stephen <br />also thanked the City Council for the hiring of the Zoning Assistant, <br />Steven Bjork, which allowed himself to concentrate on some of the larger <br />issues relating to building and zoning. These issues which have required <br />some of the Administrators time include the landfill issue and the <br />recycling issues. <br /> <br />The City Council complimented Stephen on his report and the well managed <br />department that he runs for the City. The Council also acknowledged the <br />significant increase in activity in this department and the good image <br />which this department projects on behalf of the entire community. <br /> <br />9. City Administrator Update <br />The City Administrator showed the City Council a proposed site plan for <br />the Mork Clinic that is proposed for the intersection of Third Street and <br />Holt Avenue. <br /> <br />The City Administrator distributed a letter from the Minnesota Pollution <br />Control Agency which commended the City Sewer Plant operation and <br />indicated that it would be presenting a Certificate of Commendation to <br />the City at its annual Wastewater Operations Seminar to be held from <br />March 22 to 24, 1989. <br /> <br />The City Administrator indicated that he had been informally approached <br />by a member of the Sherburne County Board to ascertain the interest of <br />the City in the County property directly north of the Fire Station on <br />Jackson Avenue. The City Administrator was instructed to obtain <br />additional information from the County Board on this piece of property <br />and buildings. <br /> <br />10. <br /> <br />Other Business <br />No items were discussed at this time. <br />
