<br />Page 6 <br /> <br />e <br /> <br />City Council Minutes <br />February 13. 1989 <br /> <br />Gary Santwire. representing First National Bank. stated that because they <br />are dealing with existing utilities. the proposed cluster home concept is <br />the best configuration of use for the block. He stated he would not be <br />proposing this type of housing if there were more room to work with. Mr. <br />Santwire stated that the other alternative would be multi-family housing. <br />He further indicated that he felt the request met the 7 stipulations <br />required for a conditional use permit. <br /> <br />Planning Commission representative. Rita Johnson. stated that the <br />Planning Commission had no problem with smaller. more affordable homes. <br />They did feel that the proposal was too dense. Ms. Johnson distributed a <br />drawing to the Council submitted by Planning Commissioner Arlon Fuchs <br />which illustrated the Planning Commission's concerns regarding lot sizes <br />being too small. She indicated that the Planning Commission also had <br />concerns regarding triple and double frontage lots. She stated that the <br />Planning Commission recommended denial of the plat. <br /> <br />Mayor Tralle opened the public hearing. <br /> <br />e <br /> <br />Greg Davis owner of surrounding property. stated that the Planning <br />Commission did not listen to the citizen's concerns. He stated he and <br />the surrounding neighbors felt that cluster homes would be much more <br />agreeable than townhomes as townhomes would reduce the property value of <br />surrounding single family homes. <br /> <br />Carl Miller of 708 Auburn stated he would rather see single family homes <br />as opposed to townhomes. <br /> <br />Robert Bischoff of 602 Jackson stated he would like to see the single <br />family homes in the plat rather than townhomes. He stated townhomes are <br />difficult to sell and further that cluster homes would be a good buffer <br />zone for Elk Hills. <br /> <br />Tom McNair of 22175 Grant Street stated that the First National Bank is <br />involved because in October of 1987. the owner went into bankruptcy. He <br />indicated that the bank sees this as a better alternative to the present <br />zoning for townhomes. <br /> <br />Bob Morton. Planning Commission Representative. stated that the Planning <br />Commission had no problem with the single family home (cluster concept). <br />Their complaint was with the undersized lots and multiple frontages. The <br />Planning Commission felt that 17 or 18 homes would be better than the 19 <br />proposed homes and also felt that the multiple frontages should be <br />eliminated. <br /> <br />Mayor Tralle closed the public hearing. <br /> <br />e <br /> <br />The Council discussed the possibility of double and triple frontage lots <br />rece1v1ng double and triple assessment charges. The City Administrator <br />stated that this is covered in the assessment manual. <br /> <br />Councilmember Dobel stated that the fact that there are no cul-de-sacs in <br />the plat is a help and the fact that sewer and water are already in place <br />dictates what goes in the plat. He also stated that he would prefer to <br />see single family as a buffer rather than townhomes. <br />
