<br />Page 5 <br /> <br />e <br /> <br />City Council Minutes <br />February 13. 1989 <br /> <br />Mike Hanson. representing the Apostolic Revival Church. requested that <br />the Council approve the conditional use permit request. <br /> <br />Bob Morton. Planning Commission Representative. indicated that the <br />Planning Commission had reviewed the proposal and recommended approval <br />with stipulations. <br /> <br />Mayor Tralle opened the public hearing. There being no one for or <br />against the matter, Mayor Tralle closed the public hearing. <br /> <br />COUNCILMEMBER SCHULDT MOVED TO APPROVE THE CONDITIONAL USE PERMIT <br />REQUlS'l'ED BY THE APOSTOLIC REVIVAL CHURCH TO LOCATE A CHURCH IN AN A-I <br />ZONE LOCATED AT THE INTERSECTION OF 205TH AVENUE AND HIGHWAY 169 WITH THE <br />FOLLOWING STIPULATIONS: <br /> <br />1. THAT THE APPLICANT RECEIVE APPROVAL FROM THE COUNl'Y TO ACCESS THIS <br />SITE OFF OF COUNl'Y ROAD 33. <br /> <br />2 . THAT LIGHTING MEET CITY CODE. <br /> <br />e <br /> <br />3. THAT ADDITIONAL BERMING AND/OR LANDSCAPING BE PROVIDED ALONG THE EAST <br />SIDE OF THE PROPERTY TO HELp.. SCREEN. ADJACENT. LOTS FROM CAR <br />HEADLIGHTS AND THAT PLANTINGS ADJACENT TO THE ACCESS DRIVE BE MOVED <br />TO PROVIDE FOR A BETTER SIGHT TRIANGLE. <br /> <br />4. THAT SIGNAGE CONFORM TO CITY CODE. <br /> <br />5 . THAT THE SITE I S ALLOWED A MAXIMUM OF 1.000 SQUARE FEET FOR ACCESSORY <br />BUILDINGS. <br /> <br />6. THAT TRASH RECEPTACLES CONFORM TO CITY CODE. <br /> <br />7 . THAT THE CITY FIRE CHIEF REVIEW THE SITE PLAN WHEN THE ADDITIONAL <br />PHASES ARE PROPOSED AND THAT HE MAY REQUIRE A FIRE LANE AROUND THIS <br />STRUCTURE AT THI S TIME. <br /> <br />8. THAT DRAINAGE OF THE SITE BE ACCEPTABLE TO THE CITY ENGINEER. <br /> <br />COUNCILMEMBER DOBEL SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.9. Conditional Use Permit to review preliminary and final plat for the <br />replatting of Block 2. Barrington Place PUD (Barrington Place Estates <br />First National Bank of Elk River/Public Hearing <br /> <br />Councilmember Kropuenske stated that he is a senior officer of the First <br />National Bank and a member of the management team of the bank. He stated <br />he has thoroughly reviewed the conditional use permit request and stated <br />he is not the bank officer involved working on the project. He indicated <br />that he can look at the request as objectively as any other project being <br />e presented before the Council. <br /> <br />Mayor Tralle stated that the First National Bank is the fee owner of the <br />property involved. The request is for a conditional use permit to <br />consider preliminary and final plat of Replat of Block 2, Barrington <br />Place PUD from townhomes to single family cluster homes. <br />
