CHERNEY WAS NOT PRESENT FOR THESE ITEMS, <br />COUNCILMEMBER KROPUENSKE MOVED TO TABLE ITEMS 4.5 AND 4.7 UNl'IL THE MARCH <br />20. 1989. CITY COUNCIL MEETING AT THE' ELK RIVER PUBLIC LIBRARY. <br />COUNCIL MEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />4.6. Ordinance Amendment amending Chapter 7 to require a license for <br />Auctioneers/Public Hearing <br /> <br />e <br /> <br />Steve Rohlf, Building and Zoning Administrator, stated that the City <br />Attorney proposed that a license for Auctioneers accompany the <br />conditional use permit for auction houses. Therefore, Staff is <br />initiating this ordinance amendment for an auctioneers license. Mr. <br />Rohlf stated that he was not entirely convinced that this license was <br />necessary as the County issues licenses for auctions and this would be a <br />duplication of effort. <br /> <br />Mayor Tralle opened the public hearing at this time. <br /> <br />Jim Fahey, representative of the Minnesota Auctioneers Association, <br />stated that the Legislature is in the process of passing a law which <br />would remove the bonding and licensing from the County level and put it <br />at the State level. This would eliminate dual licensing. <br /> <br />Mayor Tralle closed the public hearing. <br /> <br />After Council discussion, it was the consensus that the City licensing <br />of auctioneers would be redundant and unnecessary. <br /> <br />COUNCILMlMBER HOLMGREN MOVED TO DENY THE ORDINANCE AMENDMENT TO LICENSE <br />AUCTIONEERS. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />4.8. Conditional Use Permit/Apostolic Church/Public Hearing <br /> <br />e <br /> <br />Mayor Tralle stated that the Apostolic Revival Church is requesting a <br />conditional use permit to locate a church within an A-1 zone. The <br />proposed church is to be located at the intersection of 205th Avenue and <br />Highway 169. <br /> <br />Steve Bjork, Zoning Assistant, indicated that staff has reviewed the site <br />plan. Mr. Bjork then reviewed the elements of the site plan as stated in <br />the February 13, 1989, memo to the Mayor and City Council. <br />
