COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5--0 ~ 4.5. Ordinance Amendment to amend Section 900.12 to allow auction houses as a conditional use/Public Hearing 4.7. Conditional Use Permit for Auction House/Pat Cherney/Public Hearing DUE TO THE FA~ THAT MR. CHERNEY WAS NOT PRESENT FOR THESE ITEMS, COUNCILMEMBER KROPUENSKE MOVED TO TABLE ITEMS 4.5 AND 4.7 UNl'IL THE MARCH 20. 1989. CITY COUNCIL MEETING AT THE' ELK RIVER PUBLIC LIBRARY. COUNCIL MEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0. 4.6. Ordinance Amendment amending Chapter 7 to require a license for Auctioneers/Public Hearing e Steve Rohlf, Building and Zoning Administrator, stated that the City Attorney proposed that a license for Auctioneers accompany the conditional use permit for auction houses. Therefore, Staff is initiating this ordinance amendment for an auctioneers license. Mr. Rohlf stated that he was not entirely convinced that this license was necessary as the County issues licenses for auctions and this would be a duplication of effort. Mayor Tralle opened the public hearing at this time. Jim Fahey, representative of the Minnesota Auctioneers Association, stated that the Legislature is in the process of passing a law which would remove the bonding and licensing from the County level and put it at the State level. This would eliminate dual licensing. Mayor Tralle closed the public hearing. After Council discussion, it was the consensus that the City licensing of auctioneers would be redundant and unnecessary. COUNCILMlMBER HOLMGREN MOVED TO DENY THE ORDINANCE AMENDMENT TO LICENSE AUCTIONEERS. COUNCILMEMBER KROPUENSKE SECONDED THE MOTION. THE MOTION CARRIED 5-0. 4.8. Conditional Use Permit/Apostolic Church/Public Hearing e Mayor Tralle stated that the Apostolic Revival Church is requesting a conditional use permit to locate a church within an A-1 zone. The proposed church is to be located at the intersection of 205th Avenue and Highway 169. Steve Bjork, Zoning Assistant, indicated that staff has reviewed the site plan. Mr. Bjork then reviewed the elements of the site plan as stated in the February 13, 1989, memo to the Mayor and City Council.
